M1 <br />REGULAR MEETING <br />MAY 19. 1980 <br />FILING OF NOTICE OF ENCROACHMENTS - FIRST BANK CENTER PROJECT <br />Mr. McMahon advised the Board that, for the purpose of selling the <br />bonds, FBT Bancorp was requesting that the City of South Bend <br />convey title to or grant easements to use certain areas for the <br />conveyance of certain improvements which extend beyond the boundaries <br />of the property bounded by Michigan, Colfax, St. Joseph and Washington <br />Streets. It was noted that surveys have indicated that the improve - <br />ments extend beyond those boundaries and encroach upon the right - <br />of -way of each of the aforementioned streets. Mr. McMahon stated <br />that formal approval was required by the Board and that Lang, Feeney <br />and Associates would be preparing the appropriate documents for <br />the Board's execution. Upon a motion made by Mr. McMahon, seconded <br />by Mr. Hill and carried, the letter was placed on file with formal <br />action to be taken on the encroachments when the final documents <br />are submitted to the Board for execution. Mr. McMahon explained <br />that all encroachments are below ground. <br />REQUEST OF FBT BANCORP TO PURCHASE PROPERTY IN FRONT <br />OF MORRIS CIVIC AUDITORIUM <br />A request of FBT Bancorp, Inc. was received for the purchase of <br />the parcel of property in front of the Morris Civic Auditorium, <br />known as Disposition Parcel No. 2 -13, Ind. R -66. Mr. McMahon <br />stated that this request had been discussed previously with the <br />City Council. Upon a motion made by Mr. McMahon, seconded by Mr. <br />Hill and carried, the request was referred to the various city <br />agencies for review and recommendation. <br />APPROVE MAURICE MATTHYS LITTLE LEAGUE PARADE <br />A request from Mr. Bill Scherperell, President of the Maurice Matthys <br />Little League, was received for permission to conduct a parade on <br />Saturday, May 24, 1980, at 9 :00 a.m., starting at the Little League <br />Park on Meadow Lane to Edison, North on Edison and Villageway to <br />Washington, east on Washington to Gladstone, north on Gladstone <br />to Linden, west on Linden to Lombardy, south on Lombardy to Ford, <br />west on Ford to Sample, east on Sample to Evergreen, and south <br />on Evergreen to the ball park. It was anticipated there would be <br />approximately 60 vehicles in the parade. Mr. Ralph J. Wadzinski, <br />Manager of the Bureau of Traffic and Lighting, recommended approval <br />of the parade, in conjunction with the Traffic Division. It was <br />noted that the route to be used is the same route as used in <br />previous years, and the Traffic Division has indicated it can <br />assign a car to the parade as in past years. Upon a motion made <br />by Mr. McMahon, seconded by Mr. Hill and carried, the parade was <br />approved subject to the filing of the appropriate Certificate of <br />Insurance. <br />APPROVE BLOCK PARTY - HASS DRIVE <br />A recommendation from Mr. Ralph J. Wadzinski, Manager of the <br />Bureau of Traffic and Lighting, was received by the Board. Mr. <br />Wadzinski recommended approval of the request to close Hass Drive <br />from Rose.to Kettering on Saturday, June 7, 1980; however, he <br />requested that the beginning time period be stipulated at 10:00 a.m. <br />or 12:00 noon to accommodate those individuals on the block. Further, <br />a 12 -foot wide lane should be maintained free and clear of any <br />and all obstructions because of the street's proximity to the park. <br />Upon a motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />the request was approved in accordance with Mr. Wadzinski's recom- <br />mendation. <br />
