D. Marrese, <br />P. 0. Box 540 non - collusion affidavit was in <br />Portage, Indiana order, and a bid bond in the <br />amount of 10% of the bid was <br />submitted. <br />10,000 ton - Calcium Chloride Slag Sand $11.25 /ton <br />Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and carried, <br />the bids were referred to the Street Department for review and <br />recommendation. <br />PUBLIC HEARING - REVENUE SHARING EXPENDITURES FOR 1980 <br />This was the date set for holding a public hearing on the proposed <br />use of Revenue Sharing Funds in the amount of $240,000.00 during <br />the calendar year 1980. The Clerk tendered proofs of publication <br />of notice in the South Bend Tribune and the Tri- County News which <br />were found to be sufficient. Mr. McMahon noted that this was the <br />public hearing on the proposed use of funds as follows: <br />General Street Improvements $240,000.00 <br />In accordance with the guidelines adopted for such use of revenue <br />sharing funds, information about this public hearing was forwarded <br />to the following senior citizen groups with.the request that the <br />notice be posted: Foster Grandparents, Hansel Neighborhood Center, <br />REAL Services, Retired Senior Volunteer Program and Senior Citizens <br />Group of LaSalle Park. There appeared to be no one present to speak <br />against the proposed expenditures. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the public hearing was closed <br />and the Clerk was instructed to forward the minutes of this public <br />hearing to the Controller's Office and the City Clerk. At this time, <br />a gentleman in the audience, raised his hand to speak. He identified <br />himself as Mr. William Albrecht, 1633 North Huey Street, and asked <br />if the appropriation being considered was to be used for environmental <br />clean -up of lots in the city. Mr. McMahon advised Mr. Albrecht that <br />the funds would be used for general street improvements such as <br />paving and slurry sealing. He stated that this money would not be <br />used for clean -up of lots. Mr. Albrecht stated that many of the <br />streets in his neighborhood had been slurry sealed on more than <br />one occasion; however, his street had only been slurry sealed one <br />time. Mr. McMahon stated that he would advise Mr. John,Baumgartner, <br />Manager of the Street Department, of Mr. Albrecht's comments and ask <br />him to look into the matter. Mr. Albrecht then stated that he had a <br />complaint concerning two lots behind his property and the fact that they <br />have never been cleaned up despite his calling the city regarding the <br />problem. He stated that the garbage cans in the alley are never <br />covered, abandoned vehicles are on the properties and cars are continu- <br />ally parked on the sidewalks. Mr. Hill indicated that the Environmental <br />Office would send out an inspector to make a report of the nuisances <br />Mr. Albrecht had enumerated. Another resident in the area complained <br />about the job done last summer by the CETA work crews in the area. <br />She complained that they were not properly supervised and only swept <br />the street while the lots in the area were not even touched. Another <br />resident stated that she had called the Mayor's Action Center concerning <br />several properties in the vicinity of her property, and many of those <br />had been taken care of. Mr. McMahon stated that the city has a <br />limited number of inspectors who work on environmental problems, but <br />he assured the residents that their complaints would be checked into <br />and a follow -up would be done. He informed the citizens that, on <br />private property, it may take some time before any improvement is <br />seen because the city is required by law to first notify the property <br />owner to clean the property.
