434 <br />REGULAR MEETING <br />MAY '12. 1980 <br />APPROVAL OF RESTRICTED RESIDENTIAL PARKING ZONE (900 SOUTH <br />ESTHER AND 1700 HILDRETH) <br />Mr. Ralph J. Wadzinski Manager of the Bureau of Traffic and <br />Lighting, submitted his recommendations concerning the restricted <br />residential parking request for the IUSB area as follows: <br />900 block of 20th Street - percentage usage rate under the <br />ordinance requirements <br />1000 block of 20th Street - percentage usage rate under the <br />ordinance requirements <br />900 block of South Esther - recommended the installation <br />of restricted residential parking zone from 8:00 a.m. <br />to 5:00 p.m. <br />1000 block of Esther percentage usage rate under the <br />ordinance requirements <br />1100 block of Esther - percentage usage rate under the <br />ordinance requirements <br />1600 block of Hildreth percentage usage rate under the <br />ordinance requirements <br />1700 block of Hildreth - recommended the installation of <br />restricted residential parking zone from 8:00 a.m. <br />through 8:00 p.m. <br />Mr. Wadzinski further reported that, of the seven blocks petitioned. <br />only the 900 block of South Esther and the 1700 block of Hildreth <br />met the requirements of the ordinance. He noted that the main <br />parking lot at IUSB averaged two - thirds occupancy throughout the <br />day, and it was felt the surplus capacity of 33% of the lot is <br />capable of absorbing the 41 curb spaces in the two blocks recom- <br />mended for restricted parking. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the report was filed and the <br />recommendations approved for restricted residential parking in <br />the 900 block of South Esther and the 1700 block of Hildreth. <br />The Clerk was instructed to advise the councilman for the district <br />of the Board's decision. Mr. Hill suggested that additional follow - <br />up be made by the Bureau of Traffic and Lighting after a 60 -day <br />period in those areas which did not meet the ordinance requirements <br />to determine if usage percentage rate had increased, assuming IUSB <br />is in session. <br />APPROVAL OF CONTRACTOR'S BONDS - GILBERT HARWELL AND <br />STEVEN R. LITTLE CONSTRUCTION <br />The Board received the Contractor Bonds for Gilbert Harwell and <br />Steven R. Little Construction. A recommendation from Ray S. <br />Andrysiak was received for approval of each of the bonds. Upon a <br />motion made by Mr. McMahon, seconded by Mr. Kernan and carried, <br />the bond of Gilbert Harwell was approved. Upon a motion made <br />by Mr. McMahon, seconded by Mr. Hill.and carried the bond of <br />Steven R. Little Construction was approved. <br />APPROVAL OF CETA SUBGRANT MODIFICATIONS <br />Mr. Elroy Kelzenberg submitted Modification No. l to the subgrant <br />agreement with Southold Heritage Foundation, which modification <br />provided an administrative budget of $150 for costs associated <br />with contract administration. It was noted that all other parts <br />of the initial agreement remained unchanged. <br />Modification No. 1 to the subgrant agreement with the Northern <br />Indiana State Hospital /Development Disabilities was also submitted <br />[1 <br />1 <br />
