REGULAR MEETING MAY 5, 1980 <br />APPROVE REQUESTS TO ADVERTISE FOR BIDS <br />Mr. John Baumgartner, Manager of the Bureau of Streets, submitted <br />to the Board for approval a request to advertise and receive bids <br />for 10,000 tons or less of Sodium Chloride, 10,000 tons or less <br />of Calcium Chloride treated Sand or Slag, and 50,000 gallons or <br />less of Liquid Calcium Chloride. Mr. McMahon stated that, in <br />this way, the city may be able to purchase from suppliers any <br />materials left over from the previous year, thereby getting an <br />early start for the winter season. Upon a motion made by Mr. <br />McMahon, seconded by Mr. Hill and carried, the request was <br />approved. <br />Mr. McMahon requested permission to advertise for bids for the <br />Sample Street improvements, Chapin to Olive Streets, in order <br />that bids might be received by the latter part of the month. He <br />explained that the project would include widening and sewer work <br />and would be in excess of $1.2 million. Upon a motion made by <br />Mr. McMahon, seconded by Mr. Hill and carried, the request was <br />approved. <br />Mr. McMahon also requested permission to advertise for bids for <br />the scarification of certain city streets as part of its public <br />works program for the summer. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the request was approved. <br />APPROVE REQUEST OF MEMORIAL HOSPITAL RE: RESTRICTED <br />RESIDENTIAL PARKING <br />At the April 7, 1980, meeting of the Board, a letter had been <br />submitted from Mr. Bruce Hammerschmidt, attorney for Memorial <br />Hospital, concerning the approval of restricted residential <br />parking in the 600 block of North Lafayette Boulevard. Mr. Hill <br />explained that the point made by Memorial Hospital raises a <br />question in that the hospital owns two - thirds of the property <br />on the east side of the street. In looking at the petition, it <br />was determined that the remaining property owners on that side <br />of the street did not sign the petition. He stated that, <br />unfortunately, the ordinance passed did not provide any guidance <br />under the circumstances. In view of that, Mr. Hill stated that he <br />recommended that the east side of the 600 block of North Lafayette <br />Boulevard be exempt from the restricted parking zone. Upon a <br />motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />the east side of the 600 block of North Lafayette Boulevard will <br />be exempt from the parking restriction, and only the west side <br />of that block be included in the restricted parking zone. Mr. <br />Hill further stated that the clear intent of the ordinance is <br />to try and free up areas in front of private residences for parking <br />by the residents. Consistent with that, he did not feel the <br />restricted parking could be extended into areas abutting Memorial <br />Hospital property. <br />DENY REQUEST FOR STREET LIGHTS - BRIDGETON IN. AND SOMERSWORTH DR.'. <br />Mr. McMahon stated that the Board had previously received a <br />petition for street lights from Americana Realty in Section I <br />of Kensington Farms Subdivision, more specifically Bridgeton <br />Lane and Somersworth Drive. A letter from Police Chief Michael <br />C. Borkowski recommended that street lights not be installed at <br />this time in view of the fact that the two homes which are <br />presently under construction are located approximately three - tenths <br />of a mile from the nearest occupied home. It was noted that a <br />field and a hill block the view of these new homes from the <br />occupied residences and the installation of a light may provide <br />lighting for potential thieves. Chief Borkowski indicated that <br />no clearly identifiable public safety need for the lighting existed. <br />Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and <br />carried, the request was tabled to be held on record and reviewed <br />at such a time as when the moritorium on street lights is withdrawn. <br />
