M <br />iff <br />REGULAR MEETING <br />APRIL 21, 1980 <br />FILING OF PETITION TO VACATE NORTH -SOUTH ALLEY BETWEEN SOUTH <br />LAFAYETTE (500 BLOCK) AND MAIN, MONROE AND SOUTH STREETS <br />Mr. McMahon indicated that Freeman - Spicer, Inc, had petitioned the <br />Board to vacate the north- south alley bounded by Lafayette and <br />Main, Monroe and South Streets, Upon a motion made by Mr. <br />McMahon, seconded by Mr. Kernan and carried, the petition was <br />referred to the Engineering Department, the Area Plan Commission <br />and Community Development for review and recommendation. <br />APPROVE AIR FORCE DISPLAY - RIVER BEND PLAZA <br />At the April 14, 1980, meeting of the Board, a recommendation for <br />the location of the Air Force display was filed. The recommenda- <br />tion for the display and set -up is in the Baer's block of River <br />Bend Plaza from June 25 to July 6, 1980, and consists of an F -15 <br />Fighter Aircraft. Air Force officials have concurred with_ the <br />location of the site for the display. Upon a motion made by Mr. <br />McMahon, seconded by Mr. Kernan and carried, the display was <br />approved for the Baer's block of River Bend Plaza. <br />APPROVE TERMINATION OF FIRE PROTECTION AGREEMENT -- <br />MICHIANA REGIONAL AIRPORT <br />Mr. McMahon advised that a letter had been received from Mr, Garwood <br />Judah, Airport Director, concerning the agreement for fire protection <br />between the City of South Bend and the Board of Aviation Commissioners <br />dated in December, 1965. Under the terms of the agreement, the <br />city provided fire protection for the airport. Since the airport <br />has been recently annexed and become a,'part of the City of.South_ <br />Bend, fire protection is offered as a city service and it is <br />appropriate that the agreement now be terminated. Mr. McMahon <br />further explained that, over a number of years, the city and <br />airport has had a mutual aid agreement which will continue in <br />the future, whereby the city will provide fire protection and the <br />airport will provide back -up as needed. Upon a motion made by <br />Mr. McMahon, seconded by Mr. Hill and carried, the agreement <br />entered into in December, 1965, between the City of South Bend <br />and the Board of Aviation Commissioners was terminated. <br />APPROVE RELEASE OF CONTRACTOR AND EXCAVATION BONDS <br />The Board received a request to release the Contractor's Bond for <br />Schumacher Construction, Inc. and the Excavation Bond for Wallace <br />Mitchell. Mr. Ray S. Andrysiak had reviewed the requests for <br />release and advised that the bonds could be released. Upon a <br />motion made by Mr. McMahon, seconded by Mr. Hill and carried, the <br />Board approved release of the above bonds. <br />APPROVE PARADE REQUEST - SHRINE CLUB <br />A recommendation was received by the Board from Mr. Ralph. J. Wadzinski., <br />Manager of the Bureau of Traffic and Lighting, concerning the parade <br />request of the South Bend Shrine Club to conduct a parade on Madison <br />Street, proceeding south at 2:00 p.m., starting at the Orak Temple <br />on Madison Street, proceeding south to East Jefferson Boulevard, <br />east to St. Joseph Street and ending at the Morris Civic Auditorium. <br />It was noted that the parade route and all the specifics had been <br />pre- discussed prior to submission with Captain James Sweitzer of <br />the Traffic Division. In concurrence with the Traffic Division, <br />the Bureau of Traffic and Lighting recommended approval.. Upon a <br />motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />the request was approved. <br />
