ME <br />REGULAR MEETING <br />APPROVAL OF TRAFFIC CONTROL DEVICES <br />MARCH 17 19.80 <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, submitted to the Board the following recommendations <br />for traffic control: <br />Installation of a Stop Sign - On Chester at Twyckenham <br />Upon a motion made by Mr. McMahon, seconded by Mr. Hill and <br />carried, the recommendation was approved. <br />Installation of a Stop Sign - On Gagnon at Kenmore <br />Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and <br />carried, the recommendation was approved. <br />Installation of a Stop Sign - On McGill at Kenmore <br />Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and <br />carried, the recommendation was approved. <br />Installation of a Stop Sign - On Foundation Court at <br />Foundation Drive <br />Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and <br />carried, the recommendation was approved. <br />Installation of Handicapped Parking - 913 Leland Avenue <br />Upon a motion made by Mr. McMahon, seconded by Mr. Kernan and <br />carried, the recommendation was approved. <br />APPROVE RESIDENTIAL PARKING ZONE (600 NORTH LAFAYETTE <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, submitted to the Board his recommendations concerning <br />the restricted residential parking requests for the 600 block <br />of North Lafayette, the 500 block of North Lafayette, and the <br />300 and 400 blocks of West Navarre. He recommended the installa- <br />tion of a restricted residential parking zone from 8:00 a.m. to <br />5:00 p.m., in the 600 block of North Lafayette, based on the <br />fact that over 66% of residents had signed the petition as <br />required by ordinance and that, within a period from 7:00 a.m. <br />to 7:00 p.m., the percentage usage for seven hours was higher <br />than the rate specified in the ordinance. Ile further recommended <br />that the Bureau of Traffic and Lighting study the effect of the <br />residential parking zone on the other two locations, they being <br />the 500 block of North Lafayette and the 300 -400 blocks of <br />Guest Navarre, and that the Board await resubmission of a new <br />petition for these areas because the number of signatures on <br />the petitions was under the 66% requirement of the ordinance. <br />Mr. Wadzinski explained that hourly checks were made at the above <br />locations during the period from 7:00 a.m. to 7:00 p.m. In the <br />500 block of North Lafayette, there was a relatively few number <br />of parkers on the street because it appeared there was ample <br />off - street parking in the back. He stated that, in the 300 and <br />400 block of West Navarre, parking was very heavy near Lafayette. <br />He further stated that Memorial Hospital has sufficient off - street <br />parking on its lots and parking garage and employees do not have <br />to pay for their parking. He stated that security will close the <br />lots when they are full, and it appeared from the study that some <br />hospital personnel parked on the streets, but not a high percentage. <br />The same was true for personnel from the Medical Foundation according <br />to Mr. Wadzinski. He informed the Board that a total of approximately <br />150 man hours had gone into the research and review of the request. <br />Mr. Kernan stated that his office would immediately make arrangements <br />for obtaining the necessary parking decals for the vehicles. <br />
