RM <br />REGULAR MEETING <br />REQUESTS FOR STREET LIGHT INSTALLATIONS <br />FEBRUARY 18, 1980 <br />The Board received a request for installation of a street light <br />at the intersection of Wall and Logan which was signed by many <br />residents in the area. The Board also received a request from <br />Mr. & Mrs. Jack McKelvey, 1481 Hampshire Drive, for the <br />installation of a street light in that block. Upon a motion <br />made by Mr. McMahon, seconded by Mr. Hill and carried, the <br />requests were referred to the Bureau of Traffic and Lighting <br />for review and recommendation. <br />APPROVAL OF TRAFFIC CONTROL DEVICE <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, submitted to the Board the following recommendation <br />for traffic control: <br />Installation of no parking - 835 South Kenmore <br />Upon a motion made by Mr. McMahon, seconded by Mr. Hill and <br />carried, the recommendation was approved. <br />RESIDENTIAL PARKING ZONE UPDATE <br />Mr. McMahon indicated that he had requested the Bureau of Traffic <br />and Lighting to submit a report concerning the status of the <br />residential parking zone petitions which had previously been <br />referred to it. The report indicated that the residential <br />parking zone request for the 300 -400 blocks of West Navarre <br />and the 500 -600 blocks of North Lafayette was being reviewed <br />and it was hoped that recommendations would be available for <br />the Board's review and consideration at the March 10th meeting. <br />The report indicated that the study for the request was initiated <br />during the latter part of the week of January 28th. Preliminary <br />field investigations were attempted during the week of February 4th. <br />On February 8th, the Traffic and Lighting Bureau requested a <br />meeting with the Mayor's Assistant and the Community Development <br />Department to aid in the study in the development of procedural <br />informational flow diagrams. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Hill and carried, the report was filed. Mr. <br />Hill indicated that some problems had been experienced with the <br />petitions, one problem being that some of the signatures were <br />unreadable. He also mentioned the problem faced with teenagers <br />signing the petitions, and his department had felt that, if a <br />person was 16 years or older, the signature could be counted. <br />He also felt that, when the petitions are circulated, it would <br />be helpful to obtain the necessary information concerning type <br />and make of car, plate number, etc. He indicated that a <br />modified petition form would be prepared for use in future <br />residential parking zone requests. <br />REQUEST TO REDESIGNATE OLD U.S. 31 AS BUSINESS U.S. 31 <br />Mr. McMahon indicated that acknowledgement of all municipal agencies <br />affected by the change was required, and he had received written <br />endorsement from the Town of Roseland, City of South Bend, St. <br />Joseph County, City of Niles and the Berrien County Road Commission. <br />The Michigan Department of Transportation, Planning Section, had <br />opposed the re- designation, and he stated that he felt sure the <br />State of Indiana would not approve the re- designation unless all <br />municipal, county and state agencies also concurred. For this <br />reason, he made a motion to strike the matter from the agenda, <br />seconded by Mr. Hill and carried. <br />
