To remain as two -way streets: <br />a) Olive _Street - arterial street <br />b) Kosciuszko Street.- wide enough (361) to carry <br />two -way traffic with parking on both sides. <br />c) Huron Street R minor collector, east -west <br />d) Ford Street - major collector, east -west <br />e) Dunham Street - only three blocks long <br />3. To become one -way streets <br />heavily upon eliminating <br />to Western Avenue): <br />a) Southbound - Phillipa <br />Brookfield Street and <br />b) Northbound Carlisle <br />and Jackson Street <br />(Directional decision based <br />nost number of access points <br />Street, Warren Street, <br />Pulaski Street <br />Street, Grant Street <br />4. It should be noted that the north -south streets south of <br />Ford Street are to remain open to future re- evaluation due <br />to possible future road closures which may affect emergency <br />vehicle flow, and possibly cause adverse effects on traffic; <br />flow in general. <br />5. With the advent of the one -way systems, certain existing <br />traffic controls will be re- evaluated: <br />a) Ford Street - presently a 25' wide two -way street <br />with one -side parking, Re- evaluate for parking <br />removal on both sides to carry increased traffic <br />flows forced by one -way patterns. <br />b) Pulaski and Huron Streets - multi -way stop. <br />Re- evaluate for reversion to a one - direction <br />stop (for Pulaski Street only). <br />Mr. McMahon introduced Mr. Christian Elser, a representative of the <br />group and chairman of the group's one -way street committee, who <br />indicated that the neighborhood association was satisfied with the <br />one -way changes. Mr. McMahon indicated that the Board may have to <br />make some changes in the one -way plan once the Olive - Sample Overpass <br />was completed. Mr. E1ser referred to the re- evaluation of Ford Street <br />and asked if the group should contact Mr, Wadzinski directly at a <br />later date, and Mr. McMahon indicated that they should. He stated <br />that there might have to be some additional changes made because of <br />increased traffic on Ford Street at some future point. Upon motion <br />made by Mr. McMahon, seconded by Mr. Kernan and carried, the one -way <br />street changes incorporated in the above memo were approved. <br />APPROVAL OF CLOSING 100 NORTH MICHIGAN STREET <br />Mr. McMahon indicated that, on July 2, 1979, the Board closed the <br />100 block of North Michigan Street and restricted parking on only <br />half of the block. He stated that the Board, effective today, <br />desired to close the remainder of the section known as the Supergraphic <br />area. He stated that notification had been sent to all adjacent <br />merchants. Upon motion made by Mr. McMahon, seconded by Mr, Hill <br />and carried, the recommendation of the Bureau of Traffic and Lighting <br />to close the remainder of the 100 block of North Michigan Street was <br />filed. <br />APPROVAL OF APPOINTMENT OF BUILDING COMMISSIONER <br />Mr. McMahon introducted Mr. James Markle, and referred to a letter <br />received from Mayor Roger 0. Parent for the appointment of Mr. Markle <br />as Building Commissioner for the City of South Bend, effective <br />retroactively to January 1, 1980. Upon motion made by Mr. McMahon, <br />seconded by Mr, Kernan and carried, the recommendation was approved. <br />
