169 <br />REGULAR MEETING <br />AUGUST 20, 1979 <br />OPENING OF BIDS ROCK SALT FOR SNOW AND ICE CONTROL <br />This was the date set for receiving bids for rock salt for snow <br />and ice control. The Clerk tendered proofs of publication of <br />notice in the South Bend Tribune and the Tri- County News which <br />were found to be sufficient. The following bids were opened <br />and publicly read: <br />Diamond Crystal Salt Company - Declined to bid <br />Morton Salt Company - Declined to bid <br />United Chemical Products, Inc. <br />Indianapolis, Indiana <br />Deputy City Attorney Terry Crone advised the Board that the company <br />submitted no bid bond or certified check with the bid and the <br />Board has the option of rejecting the bid or setting a time period <br />within which the bidder can supply the bid security. <br />Bid - $51.93 per ton. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the bid was rejected. <br />BID AWARDED - POLICE RADIOS <br />The Board received a recommendation from Division Chief Glenn Terry <br />of the Police Department and from Glenn Zubler, Director of <br />Communications, following review of the bids received for police <br />radios. Bids were sought for ten radios. The low and only bid <br />received was from General Electric at a unit price of $918.50 <br />per radio, $31.50 for the battery and $31.50 for the charger. <br />The unit bid met all specifications and acceptance is recommended. <br />John Cimino, Director of the Criminal Justice Planning Bureau, <br />advised the Board that he would recommend that the grant application <br />for funds be adjusted to request purchase of twenty radios at this <br />price. The funding that could be obtained would make the local <br />matching funds required less than under the original grant for the <br />purchase of ten radios. The Board discussed this procedure and felt <br />it would be unfair to General Electric to hold their bid while <br />advertising for an additional ten radios. Mr. Cimino was asked if <br />there would be a problem with accepting the bid for ten radios at this <br />time subject to funding and readvertising for an additional ten <br />radios and Mr. Cimino said this would be acceptable. Upon motion <br />made by Mr. McMahon, seconded by Mr. Brunner and carried, the Board <br />accepted the low bid of General Electric to purchase ten radios <br />at $918.50 each, ten batteries at $31.50 each and ten chargers at <br />$31.50 each, subject to approval of the funding, and to readvertise <br />for bids for an additional ten radios under the same specifications. <br />APPROVAL OF QUARTERLY FUND ALLOCATION - REAL SERVICES <br />John V. Cimino, Director of the Criminal Justice Planning Bureau, <br />submitted to the Board the quarterly request for funding to REAL <br />Services for Crime Victim Counseling for the Elderly. Funding is <br />in the total amount of $3,224.73, with the local share $169.73. <br />Lester Fox, Director of REAL Services, was present and advised the <br />Board that the local program has been reviewed and received high <br />praise for the success of the program and the cooperation between <br />the agencies involved. Upon motion made by Mr. McMahon, seconded <br />by Mr. Brunner and carried, the fund allocation was approved. <br />
