M <br />W <br />Q <br />Q <br />139 <br />REGULAR MEETING <br />the annexing city which have.s.imilar <br />utilization and population density, <br />with federal, state and local laws, <br />criteria. <br />JULY 23, 1979 <br />.topography, patterns of land <br />and in a manner consistent <br />procedures and planning <br />SECTION II. Maintenance and traffic control of streets and <br />roads within the territory to be annexed would be commenced within <br />sixty (60) days of the effective date of the annexation. Present <br />costs of operation of the city street and traffic department is <br />$4,652.67 per mile. There are 7.01 miles of streets and roads in <br />the territory and the annual cost of street and road maintenance <br />and traffic control would be $32,615.21. This cost would be <br />included in the annual operating budget of the Street Department <br />and the Traffic Department and paid therefrom. <br />SECTION III. Trash and garbage collection is provided by the City <br />on a monthly fee per residential family and is currently furnished <br />as a self - supporting municipal service. This service would be <br />available to any residence in the territory to be annexed upon <br />demand immediately upon the effective date of the annexation,-,,Services <br />to the territory could be extended without any additional personnel <br />or equipment and no additional expenditures of money are necessary to <br />serve the territory. <br />SECTION IV. A survey of necessary street lighting within the area <br />would be made within ninety (90) days after the effective date <br />of the annexation and contracts for the erection of street lighting <br />as needed to furnish an equivalent lighting to that of the other <br />areas of the city with the aforesaid similar characteristics would <br />be contracted for within six months of the effective date of the <br />annexation, and such lighting could be completed dependent upon the <br />supplies and equipment of the Indiana & Michigan Electric Company <br />within nine (9) to twelve (12) months thereafter. The annual cost <br />of street lighting within the City of South Bend is approximately <br />$1,812.50 per mile and on the basis of 7.01 miles of streets and <br />roads in the territory, annual cost would be $12,705.62. This cost <br />would be included in the annual operating budget of the Street Department <br />and the Traffic Department and paid therefrom. <br />SECTION V. The city would furnish sanitary sewer service by extending <br />the existing 18 inch sanitary sewer 450 feet northward to Cleveland <br />Road to a new manhole, thence westward 7500 feet with a 4 inch <br />cast iron force feed main to a proposed lift station, thence further <br />west 2500 feet along Cleveland Road to the U. S. 31 North By -Pass <br />with a 10 inch vitrified clay pipe. Such sewer extension will be <br />completed within three years of the effective date of the annexation. <br />Costs of the sanitary sewers is estimated to be $112,500.00 and would <br />be paid from the Cumulative Sewer and Building Fund which contains <br />sufficient assets for such purpose. <br />In the event there are insufficient funds available in <br />any particular budget for the extension of services, revenue <br />sharing funds of the City of South Bend would be available for the <br />financing of such projects. <br />SECTION VI. The territory to be annexed would be served by four <br />existing parks located within the City of South Bend, Boland Park, <br />Pinhook Park, Riverside Park and Voorde Park and no additional parks <br />would be necessary to satisfactorily serve said territory. <br />
