Mad <br />REGULAR MEETING <br />JUNE 18, 1979 <br />OPENING OF BIDS - LOWERING OF PAVEMENT UNDER MIAMI VIADUCT <br />This was the date set for receiving bids for the Lowering of <br />Pavement at the Miami Street Viaduct. The Clerk tendered <br />proofs of publication of notice in the South Bend Tribune and <br />the Tri- County News which were found to be sufficient. The <br />following bids were opened and publicly read: <br />LaFree Excavating Company <br />South Bend, Indiana <br />Bid - $144,380.09 <br />Ziolkowski Construction Co. <br />South Bend, Indiana <br />Bid - $142,634.30 <br />Rieth Riley Construction Co. <br />South Bend, Indiana <br />Bid - $186,918.20 <br />Bid was signed by Richard LaFree, <br />non - collusion affidavit was in <br />order and a 5% bid bond was <br />submitted. <br />Bid was signed by Ben Ziolkowski, <br />non - collusion affidavit was in <br />order and a 5% bid bond was <br />submitted. <br />Bid was signed by Richard D. <br />Ruhlman, non - collusion affidavit <br />was in order and a 5% bid bond <br />was submitted. <br />John E. Leszczynski, Manager of the Bureau of Public Construction, <br />reviewed the bids received. Following the review, Mr. Leszczynski <br />recommended that the Board accept the low bid of Ziolkowski which <br />was found to be in order. Upon motion made by Mr. McMahon, seconded <br />by Mr. Brunner and carried, the Board accepted the low bid of <br />Ziolkowski Construction Company of $142,634.30. <br />PUBLIC HEARING - HOUSE MOVE FROM 428 N. MAIN TO 711 W. WASHINGTON <br />James Markle, Building Commissioner, submitted to the Board the <br />application of T. Brooks Brademas for a permit to move a house <br />from 428 N. Main Street to 711 W. Washington. The route has been <br />approved by the Bureau of Traffic and Lighting and the applicant <br />has applied for a State Highway Permit. A site plan for location <br />of the house at the new location was submitted. The Board was <br />advised that adjacent property owners had been notified of the <br />hearing today. Mr. McMahon noted that Mr. Brademas submitted a <br />bid to the Board for $1.00 for removal of the structure from 428 <br />N. Main Street and the bid was accepted. Mr. Holley, 719 W. <br />Washington, said the house was being rehabilitated not restored <br />and questioned whether it should be moved into his area. He asked <br />what parking facilities would be available for the four apartments <br />and said that on- street parking is already limited. He said the <br />house is not in conformity with other houses in the neighborhood. <br />He noted that property owners on the east side of town had attempted <br />to block a much nicer house from being moved into their area. <br />Mr. McMahon advised Mr. Holley that all Municipal Code requirements <br />with respect to parking would be followed. Mr. Brademas submitted <br />to the Board the site plan showing the proposed location of the <br />house on the lot which indicated off - street parking will'be available <br />in the rear, with one and one -half parking spaces for each apartment. <br />There is also some additional open space in the rear. Changes will <br />be made to the roof line to bring it into conformity with other <br />houses in the area. The exterior will be restored, the siding torn <br />off, a porch rebuilt, the house will be rewired and new kitchens. <br />will be installed. When the house is rehabilitated, it will be in <br />line with the Frank Lloyd Wright house located next door. <br />The Board noted that Ruth Price and Jeff Gibney of the Southhold <br />Heritage Foundation were present. Mr. Gibney said they had asked <br />Mr. McMahon to advertise for demolition or removal of the structure <br />
