Funding: Street Department Capital Therefore, Mr. Littrell made a motion that the recommendations be accepted and the bids be awarded as outlined above. Mr. Inks seconded the motion, which carried. AWARD BIDS - 2010 STREET MATERIALS Mr. Rob Nichols, Engineering, advised the Board that on March 22, 2010, bids were received and opened for the above materials. After reviewing those bids, Mr. Nichols recommended that the Board award the contract to the lowest responsive and responsible bidders in unit prices as follows: 1. Company: Walsh & Kelly, Inc. a) Award: Limestone, Slag, and Sasobit (Bid Items 1 - 26 and 36) 2. Company: Kuert Concrete a} Award: Concrete and Flowable Fill {Bid Items 27 - 35) 3. Company: Bit Mat Products of Indiana, Inc. a} Award: Asphalt Emulsion Materials (Bid Items 37 - 42) 4. Company: Klink Trucking, Inc. a) Award: Aggregate Materials (Bid Items 43 - 46) Therefore, upon a motion by Mr. Gilot, seconded by Mr. Littrell and carried, the recommendation for bid awards as outlined above was approved. APPROVAL OF CONTRACTOR PRE-pUALIFICATION RECOMMENDATIONS - STUDEBAKER AREA A DEMOLITION PHASE IV - PROJECT NO 109-032 In a memorandum to the Board, Mr. Carl Littrell, Engineering, presented a report containing the results of DLZ Indiana's review of the contractor submittals opened February 8, 2010, for the above referenced project. Mr. Andy Lemberis, DLZ, was present and stated they evaluated the submittals based on experience, bonding capacity, and references. The thirty contractors selected are recommended to be allowed to bid as prime contractors. He noted those that dad not make the list can still bid as sub-contractors. Board Attorney, Cheryl Greene, stated she had reviewed the report and is comfortable with DLZ's recommendations. She noted that if there was any doubt whatsoever on the qualifications of a particular contractor, we went even further to check on their qualifications than we had to. Out of thirty-six (36) contractors, the following thirty (30) (based on two partnerships) meet requirements set forth by the City of South Bend and DLZ Indiana:
