<br />Mr. Gilot questioned what the City is doing to promote local participation. Mr. Lemberis
<br />informed him that there will be a statement in the pre-qualifier's packages that the City requires a
<br />goal of a certain percentage of local participation in the project. The bidders will be required to
<br />acknowledge they are aware of it. He added the desire is to put it up front that we feel local
<br />participation is important. Mr. Gilot stated that even with setting our qualifications high on the
<br />pre-qualifications, we still saw a lot of national interest. There was the thought of lowering the
<br />threshold to get local contractors in, but the realization of what a floodgate that would open made
<br />the City change their mind. Mr. Lemberis noted the first phase of concrete removal was awarded
<br />to a local contractor. Therefore, upon a motion made by Mr. Inks, seconded by Mr. Littrell and
<br />carried, the above contractors were approved to bid on the Studebaker Area A Demolition Phase
<br />TV, Bid Package B Project.
<br />APPROVE CHANGE ORDER NOS.: 4 7 & 12 - CSONET PHASE II -PROJECT N0. 109-
<br />019 (SRF FUNDING)
<br />Mr. Gilot advised that Mr. Patrick Henthorn, Engineering, submitted Change Order Nos. 4, 7, &
<br />12 on behalf of HRP Construction, 5777 Cleveland Road, South Bend, Indiana 46628, indicating
<br />the Contract amount be changed as follows:
<br />1. Change Order 4 Increase: $5,370.82
<br />2. Change Order 7 Increase: $17,625.00
<br />3. Change Order 12 Decrease: ($29,292.00)
<br />4. Total Change Amount: ($6,296.18)
<br />5. New Contract Amount: $2,98$,703.82
<br />Upon a motion made by Mr. Gilot, seconded by Mr. Littrell and carried, the Change Orders
<br />were approved.
<br />APPROVE CHANGE ORDER NO. 1 (FINALS AND PROJECT COMPLETION AFFIDAVIT
<br />- DEMOLITION OF THE FORMER WASTE MANAGEMENT PROFERTY -PROJECT NO

<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, submitted Change Order No. 1 (Final) on
<br />behalf of Ritschard Bros., Inc., 1204 West Sample Street, South Bend, Indiana 46619 indicating
<br />the contract amount be decreased by $335.00 for a new contract sum, including this Change
<br />Order, of $95,304.00. Additionally submitted was the Project Completion Affidavit indicating
<br />this new final cost of $95,304.00. Upon a motion made by Mr. Inks, seconded by Mr. Littrell
<br />and carried, Change Order No. 1 (Final) and the Project Completion Affidavit were approved.
<br />APPROVE PROJECT COMPLETION AFFIDAVIT -EDDY STREET COMMONS SITE
<br />UTILITIES - PROJECT NO. 108-005R (TIF)
<br />Mr. Gilot advised that Mr. Toy Villa, Engineering, submitted the Project Completion Affidavit
<br />on behalf of HRP Construction, Inc., 5777 Cleveland Road, South Bend, Indiana 46628, for the
<br />above referenced project, indicating a final cost of $3,100,349.41. Upon a motion made by Mr.
<br />Inks, seconded by Mr. Littrell and carried, the Project Completion Affidavit was approved.
