South Bend Redevelopment Commission
Regular Meeting –April 23, 2010

5. OLD BUSINESS

A. Public Hearings

(5) continued…

Mr. Schalliol noted that staff has submitted a
Revised Resolution No. 2667. The revised
resolution removes 722 Hawbaker and 736
Hawbaker from the List of Parcels to be
Acquired and adds 748 Hawbaker to that list.
After the Commission meeting on April 9,
city staff met to discuss the options related to
this project. Mr. Schalliol distributed
topographic maps of the area showing the
low points suitable for retention ponds.

Mr. Schalliol noted that many different
options to push and pull the water all over the
south side area were considered over the last
several years. Those were all reconsidered
by staff, and it was determined that the most
cost effective solution was to rebuild the
existing pond network, upgrade some of the
piping systems connecting the water into the
ponds, and provide for more efficient and
best practice methods for pond design. As
part of a new design exercise on the existing
ponds, staff will examine the cost
benefit/return on investment of creating a
development pad on the eastern end of the
Miami Avenue pond.

748 Hawbaker is owned by a willing seller.
The property is adjacent to High Street and
could be used as a pathway for underground
pipe connections to facilitate a better
drainage network for this area. It is not
anticipated that any drainage feature would
be developed on this site. If it becomes
necessary to put a drainage feature on that
site, it would only be done with the full
7
