South Bend Redevelopment Commission <br />Regular Meeting –April 23, 2010 <br /> <br />6. NEW BUSINESS <br /> <br />A. South Bend Central Development Area <br /> <br />(6) continued… <br /> <br /> Agreement with Resolution No. 2672 is <br />related to the previous one. He noted that the <br />Michigan Street S-Curve is a misnomer. The <br />original development agreement anticipated <br />the S-Curve being removed and replacing the <br />street grid. The proposal before the <br />Commission today is for making a number of <br />improvements instead: widening of streets, <br />putting in turning lanes, streetscape <br />improvements, and curb and sidewalk <br />improvements. The Agreement is for the <br />engineering portion, to provide an estimate, <br />construction drawings, and construction <br />supervision for the project. When the project <br />is bid it will come back to the Commission <br />again for consideration. <br /> <br />Mr. Downes asked if removal of the S-Curve <br />is no longer being considered. Mr. Inks <br />responded that once costs are known for <br />these improvements, the Development <br />Agreement will be revised. The life of the <br />Downtown Medical Services District, when <br />it was established, was fifteen years. We are <br />well into the mid-term of the TIF area. <br />These improvements will come close to <br />exhausting the TIF resources that will be <br />generated by that area. <br /> <br />Mr. Downes asked about the estimated costs <br />for this project. Mr. Inks responded that the <br />garage is estimated to cost approximately <br />$700,000. The other improvements were <br />preliminarily estimated at $3,500,000. <br /> <br />Mr. Downes asked if staff expects there to be <br /> 17 <br /> <br />
