South Bend Redevelopment Commission Regular Meeting –April 9, 2010 streets that would handle the water when it is raining? That’s my first question. Why don’t they put cisterns like they did at Christian Center in the parking lot. The second question is, the water is already there. Wouldn’t it be a lot cheaper to install pumps when it is not raining to empty those ponds into the current drainage system of the streets like Miami? Where is this water coming from that is going into those ponds? Mr. Schalliol: The water comes from the bypass, from Erskine Plaza and Erskine Village, Broadmoor Plaza, the road networks (Miami and Ireland) and from the Scottsdale neighborhood. Some actually comes from south of the bypass into this area. The water collects in the first pond and some of it is suppose to percolate into the ground there before it overflows into the second pond. There is overflow into the combined storm sewer network, something the city is actively working citywide to correct. The city installed a sensor that shuts the drain off when it gets too wet. The problem is, both of the ponds need to be rehabbed and reconfigured. That will be part of the central pond initiative. We have worked with the church to disconnect a lot of its water from its water network. Part of the flooding that happens on the golf course is a direct result of the church and some of the overflow into this area. We are trying to reconfigure this whole network to better accommodate all the water for the whole area. Another condition that makes these ponds necessary is the planned improvements to the bypass, as part of the U.S. 31 project. There will be an expansion of the roadway as far back as Miami, so we will need to be able to account for additional water coming off the 9
