South Bend Redevelopment Commission
Regular Meeting –April 9, 2010

might affect the value, it might not affect
value, so we are trying to get a good answer
on that. Again, it just depends upon the site.

Mr. Davey
: I can talk about Edison Lakes.
We have built retention ponds everywhere.
We have a very high water table out there
and we have a lot of unfavorable slope out
there so there is retention everywhere. So, it
can be done and it can be done well. It hasn’t
affected us thus far, and a lot of it has to do
with how it is maintained. There is no doubt
about that. That would be an important part
of it.

Mr. Gray
: I have lived on that property for
thirty five years. I have never, ever, in that
entire time, before the area was developed or
since it has been developed, experienced any
degree of major water problems. Now all of a
sudden this becomes a big issue. I also know
that right east of Ireland and Miami we have
a huge mall area out there that has been
covered with cement and asphalt all over the
place, yet there are no retention ponds there.
I find that interesting. Now all of a sudden in
this little isolated area, we have a need for
movement of retention ponds to make land
available for some other more useful purpose
for someone. And it just strikes me as being
very odd and unusual with the timing on this.
It doesn’t seem to make a whole lot of sense
at all. I haven’t witnessed any water
problems, yet I hear everybody voicing
concern, hearing many people about all the
water problems and it would be best for the
area. Tell me why they didn’t need any
across from Scottsdale Mall? A lot more land
there, the lot was covered up where it
couldn’t be drained by land. I am concerned
about those things and wonder if there aren’t
some things going on here that are a better
27
