<br />In all of the above resolutions, the Board hereby orders that on the

<br />to hear and receive remonstrances from all persons whose property is liable to be �.
<br />assessed for said improvements and will decide whether the benefits that will acenue
<br />to the property,.abutting and adjacent to the proposed improvements, will.be equal to
<br />or exceed the estimated cost of the proposed improvements, as estimated by the City
<br />Engineer, The Board further orders that notices of said improvements be published.ina"
<br />the South Bend News Times and Tribune on the 26th., day of March and on the 2nd., day
<br />of April, 1927, according to law.
<br />City Engineer, Mr. H. G. Wray, filed plans and the Board adopted a
<br />resolution for the vacation -of the alley lying between Lot II and Lot 32 in Kuntsman
<br />and Mayer's Addition from the East line of Olive Street to the West line of the first
<br />alley East'of Olive Street under vacation Resolution No.I787. (See files for copy of
<br />Resolution.)
<br />In the above matter, the Board hereby orders that on the 20th., day of
<br />April, 1927, this Board at it's office in the City Hall at 7-I5 P. % , will meet to
<br />hear and receive remonstrances from all persons whose property may be affected by
<br />said vacation. Board further orders that notices of s ald vacation hearing be published
<br />on the 26th. , day of March and on the 2nd., day of April, 1927, in the South Bend News;
<br />Times and Tribune.

<br />Engineer, Mr. H. G. stray, was approved: .

<br />Dear Sirs;
<br />Supplementing mar report and .rectmmendations addressed to you under
<br />date of March Ist., I9279 I desire to suggest for your consideration the following
<br />modifications of this report:
<br />ASPHALTIC CONCRETE.
<br />HEAVY TRAFFIT-
<br />My previous recommendation regarding this type of pavement was for
<br />an increase in the binder course thickness from One (I") inch to one and one-half
<br />(I2") inches, for the reason that this type of pavement was usually subjected to
<br />substantially the same traffic wear as the sheet asphalt type, and that a -binder'
<br />course was essential to the life and utility of such pavement. The value pf an
<br />additional one half (P) inch binder course in extending the life of a pavement is
<br />a matter of conjecture. We have no statistical records to support or disclaim it's
<br />use. I firmly bellvve that the importance of having a somewhat cheaper type of
<br />pavement in competitioil with the sheet asphalt type is of more concern than the
<br />question of the additional life t_nat :eight be given to a pavement by increasing the
<br />binder course one half (-J") inch in thickness. Accordingly, I recommend that the
<br />binder course thickness in this type remain one (I") inch.
<br />In other respects the specifications for this type of pavement to
<br />bemain the same as was in use last year.
<br />ASPHALTIC CONCRETE
<br />LIGHT TRAFFIC
<br />This type of pavement is very similar to the asphaltic concrete -
<br />.heavy traffic Javement, as discussed immediately above. However, thethe-light
<br />traffic types I believe a demand will likewise exist for a cheaper type of pavement
<br />in competition with the sheet asphalt type. Accordingly, I recommend that the
<br />binder course be omitted in this type and that the wearing surface be increased
<br />in thickness from one and one-half (IQ") inches to two (2") inches. Several pave-
<br />ments of this type,,that is,_'with the two (2") inch wearing surface and no binder
