Y. , to hear and receive remonstrances from all persons whose property is liable to be assessed for said improvements and will decide whether the benefits to the several lots and parcels of land liable to be'ass.essed for s id improvements will be equal to the estimated costs of same as reported by the City gineer. The Board further orders that notices of said hearings shall be published on the 6th.-, dv. of July and on the S3th. , day of July, 1928, in the 0outh Bend News 'mes and tribune according to laws and that notices be mailed to property owners according to law.
