SMIT11GROUNJR
The following Scope of Services outlines the steps necessary to successfully implement Seitz Park.
f i r,Jk 'i, 1 I i i k,,fl ",1 id (-, dm i A,,,,ic-,,&'I
• Survey — Boundary and Topographic — supplement Notre Dame and Abonmarche surveys as needed — this
work will be done, by Abonmarche and is a supplement to the work previously prepared by Abonmarche on
behalf of the CITY,
• Utility and Infrastructure Preliminary Engineering — gather data for all underground and overhead utilities,
determine the impact of the park reconstruction and develop a schematic utility improvement and
modification plan based on the proposed design and the coordination with Notre Dame. This plan will be
used for the basis of developing project cost estimates,
• GeotechnicM Review — we have not included scope and fees associated with, geotechnical and soils
explorations. A review of previous work, provided by Wharf Partners and Notre Dame will be used to
establish the basis of costing pavement sections, utility construction, earthwork and foundations.
• Site Review and Exploration — document literature search, visual inspection of river edge conditions,
• Stormwater management — develop a strategy for managing the stormwater along the riverfront and within
the park,
Survey services will be provided by our team's local partner and will include the landside topographic survey needed
to understand the relationship between the land and the river required to design and engineer any elements of the
park, This work is to supplement the work previously performed for the CITY, and will be supplemented with
information from Wharf Partners and Notre Dame including bathymetry of the river. Geotechnical engineering will be
provided by DLZ and will include review of previous soil borings necessary to engineer the building and canopy
structure foundations as well as the sampling that maybe required to explore the existing river edge conditions in
order to inform the project design and construction costs estimate.
Coastal assessment is limited to the conditions of the river edge, and the water fluctuations and ice assessment
necessary to ensure proper design and engineering of the riverfront, including the establishment of the required
elevation of the Riverfront Promenade. We have not included any detailed desktop or physical modelling or technical
coastal engineering studies, nor have we included any analysis to determine floodway and flood plain. The floodway
and flood plain will be based on available FEIVIA and or other data.
A brief review of the existing river edge conditions will be performed from land to determine any issues that may
impact the design of the Seitz Park. We will also perform a literature search and research to uncover any documents
that detail the engineering and design of the existing river edge.
These services will be performed at the earliest stage of the project to inform the design and documentation of Seitz
Park.
kid" ), Pkirinhnq and
• Design Work Sessions — explore design details with the CITY,
• Programming — building program and use and site space planning needs determination.
• Stakeholder Meetings — meetings with adjacent condominium owners and property owners, CITY
committees and leadership.
City of South, Bend, Indiana Seitz Park Redevelopment Final Design and Implementation SmithGroupJJR
South Bend, Indiana
LETTER FORM:, PROPOSAL -6- Revised 11130117, 1110912017, 10/16/2017
