SMiTHGAOUPll'+
and its team to ensure all existing utilities are rerouted, abandoned or preserved to meet the needs of the park
reconstruction. Also included is the necessary coordination with the Architect to ensure proper routing, servicing, and
design of all utilities required to serve the buildings and facilities. These efforts include the performance/stage area,
site lighting and lighting/electrical needs for other site amenities, the electrical/telecommunication/d',ata engineering
and distribution to serve, the park, and other electrical needs of the park based on the approved design, DLZ will also
coordinate the needs of any penetrations and special needs of the Notre Dame hydro facilities to meet the needs of
the park and facilities. DLZ will also provide traffic engineering and construction documentation associated with all
work along Colfax Ave. between MILK and Sycamore. For the schematic design phase, this will include identifying
technical issues associated with the proposed work and any additional studies necessary to obtain approvals through,
jurisdictional agencies associated with the bridge and Right -of -Way to accommodate a wider bike/pedestrian path,
lane width reductions and crossings to accommodate trail connections. For phases of work beyond the SD Phase,
documentation will be provided for the planned crossings at MLK and Sycamore to achieve connection to Seitz Park,
Services will include all phases of the project including, concept development, schematic design, design development,
construction documents, bidding and construction administrationi. Construction cost estimates for the civil
engineering and related systems and facilities will also be a part of DLZ's scope of services. Design reviews, both
internal to DLZ, as well as quality reviews and compatibility checks will also be required at each phase of the project,
as timed within the overall project schedule.
In addition, to the above, other DLZ responsibilities include:
• The preparation of a site engineering basis of design (based on above responsibilities),
• Integration of the site sustainability goals into the civil engineering elements of the park.
• Weekly project team meetings, typically via WebEx. If other project related meetings are required, such as
owner and coordination meetings with Wharf Partners and Notre Dame these will take place in place of the
weekly meeting.
• Documentation of meetings/discussions related to alll civil engineering elements of the project.
• Coordination with Architect to ensure building services are met,
• Coordination with all utility providers.
• SmithGroupJJR will establish the stormwater management approach — DLZ will be responsible for all
drainage including storm sewers, catch basins, quality control devices and all other storm drainage related
appurtenances,. Grading coordination will also be required.
• Traffic engineering required for access/egress requirements of the park, including geometry, configuration,
and control of Ginitz Avenue, from Colfax Avenue to the park proper (and serving the other existing and
proposed developments).
• Traffic engineering and documentation required for the proposed pedestrian crossings at Sycamore and
MILK
DLZ will develop a detailed Scope of Services for the entire project and a fee for Schematic Design only and submit
to SmithGroupJJR for review and discussion. A fee range for services beyond Schematic Design will be provided as
well. Detailed site investigations, such as geoteclhnical investigations and bridge analysis, should be excluded from
the initial Schematic Design fee.
City of South Bend, Indiana Seitz Park Redevelopment Final Design and Implementation SmithGroupJJR
South Bend, Indiana
LETTER FORM PROPOSAL - 6 " Revised 11130117, 1110912017, 10/16/2017
