Mr. Hurwich first
reviewed the previous proceedings
of the Board
regarding cabstand for 1r. Zick,
and
explained that there had been an
error in granting Mr. Zick a cabstand and
the Board
had rescinded its action and Mr.
Zick was notified
accordingly.
•
Mr. Zick was called upon first
and he expressed a desire to get along
with all the
other drivers and asked that he be
granted a cabstand to be shared with Tarr.
Detzler,
owner of one cab also. He informed the Board,
that while he lived one mile
from the
City limits, he had telephone service
and also
a two-way radio communication
in his
car so he is able to receive the
calls.
.
Tarr. Bert Liss, owner of Indiana Cab Co,!pany, then was called upon and he stated '
that he doesntt feel that anyone operating only one or two cabs is entitled to a cab-
stand. He further related that while T`r. Zick was in his employ, his conduct had
been very unsatisfactory and cited numerous incidents of overcharging passengers and
creating disturbances with other drivers and that he had been compelled to discharge •
him. 1r. Lou Ziker, who owned e South Bend Cab Company in 1947"and 1948, stated
that his experience with !Jr. Zick,so unsatisfactory that he too had had to discharge
hin. for gambling and creating disturbances.
Trr. Otto Tvroorhouse, President of the Cab Drivers Union, cited many instances
where 'k.1r. Zick had failed to comply with the Ordinance concerning cabdrivers and also
stated that he had had more trouble with this party than all other drivers combined,
Mr. R. E. Cramer stated that in his twenty-four years as a taxi-driver, he had
encountered more trouble with Trr. Zick than anyone else, and as a cabdriver his behavior
was very unsatisfactory as he had no idea of Fair play. ,
p x. Ed Ostrowskih, mr )
threatened
ski claimed he has been eatened any ti;-::1-Jr.es by r. Zick and had
•
also been engaged in a fight with him as Jir. Zick started it.
Ernest Zick then denied all of these misdemeanors and claimed he had never
struck anyone.
Ttr. Hurwich read the Ordinance regarding light on the meter and warned the
drivers that the meter should be illuminated at all times. Hurwich pointed out
to the group that the Board is interested in expediting the flow of traffic and that I
maybe it would be better to consolidate some of the cabstands. A map prepared by
Traffic Engineer, E. H. Tdiller, was then referred to which showed all the cabstand
locations and Tarr. Hurwich stated that it is beginning to look like the cabstand
situation is getting out of hand. It was the decision of the Board to continue this
•
discussion and refer the matter to E. H. Miller, Traffic Engineer, to revaluate the
