<br />The above five petitions were examined by the Board and referred to the City
<br />Engineer for recommendation. The City Engineer being present, made the recommendation
<br />that the petition in each instance, begranted.- The Board then directed that the firm
<br />of Wilbur H. Gartner & Associates prepare general details, drawings, specifications,
<br />and preliminary improvement resolution for the above improvements to be constructed
<br />and the firm was so notified April 6, 1953-
<br />Next appeared before the Board Attorney Arthur Goulet, representing clients in
<br />• the 1300 block South Franklin Street, in the matter of the posting of 2-hour parking
<br />signs in this area and the enforcement of this limit. Attorney Goulet had presented
<br />!the situation confronting his clients to the Common Council at the Council Meeting of
<br />!March 30th and a copy of motion made, seconded, amended and carried, addressed to the
<br />Board, wherein the Council placed this matter in the hands of the Traffic Engineer and
<br />;the Police Department, was thereupon examined. The Board referred the matter to E. H.
<br />Miller, Traffic Engineer, with a request for report of his investigation and action to
<br />jbe given the Board at their next regular meeting.
<br />Clyde W. Bobo, 1953 E. Randolph Street appeared before the Board in own behalf,
<br />having been refused a taxicab driver's permit by the Controller's Office. The Board
<br />previewed the applicant's record as shown in the Police files,- and after giving the
<br />matter full consideration, sustained the refusal of permit.

<br />Mr. Stephen Szucs then appeared before the Board requesting the installation of
<br />"SLOW" signs on North Meade Street, between Keller and Bulla Streets, with a view to
<br />reducing speed of traffic which Mr. Szucs stated is endangering lives of children in
<br />that area. The Board advised Mr. Szucs the matter would be given early attention, and
<br />would immediately be referred to the Traffic Engineer for investigation and report.
<br />The next matter taken up was a request from Co. "G" 293d Infantry for permission
<br />to hold a parade in connection with a state-wide recruiting campaign, ordered by
<br />Governor Craig. Their written request covered all necessary details and information
<br />and the Board forthwith granted permission for the parade.
<br />• The attention of the Board was called to the unsightly and non -uniform traffic
<br />signal installations on Lincolnway West at Blaine,Cushing and William Street, and at the
<br />intersection of Michigan Street and North Shore Drive. The Clerk was directed to
<br />write to the District Engineer of the State Highway Department requesting permission to
<br />remove the wooden poles and install regulation metal standards.
<br />STREET DEPARTMENT:
<br />H. M. Tomlinson, Street Commissioner, was present and reported on matters per-
<br />taining to his department.
<br />• The Board next examined General Form No. 96-a, Financial Statement for Bidders,
<br />supplied by the Reed Construction Company, Inc. of Mishawaka, and ordered this state-
<br />ment to be placed on file, as applying to any and all bids made by this corporation
<br />during the calendar year of 1953-
<br />ENGINEERING DEPARTMENT:
<br />It now being the time set for opening of bids for test piles and to-st borings in
<br />connection with the sewage disposal plant, the chairman of the Board so announced and
<br />opened the single bid received, which was as follows:
<br />DIVISION A RAYMOND CONCRETE PILE COMPANY
<br />• ITEM NO. 1: For moving all soil boring equipment to the site of the work, the Lump Sum
<br />of $300.00.
<br />ITEM NO. 2: 500 lineal feet of test borings designated on the plans at $3.00 per lineal
<br />foot, total 01500.00
<br />ITEM NO. 3: 30 double cased cartridge samples, delivered in acceptable condition to
<br />the laboratory at $12.00 each, total 360.00.

<br />ITEM NO. 3: 300 Lineal feet concrete filled steel shell piles in place at $3.50 per
<br />foot, total $1050.00.
<br />ITEM N0. : Four combination pile load and withdrawal tests on wood or concrete filled
