L be tribe how the local government and other local public agencies are using the plans developed <br /> by the-planning agency and the technical assistance of the planning agency and its staff to insure <br /> orderly growth and development. <br /> The Area Plan Commission has been successful in its attempts to become part <br /> of the day to day operation of government. Close contact is maintained with <br /> city departments as well as the Mayor and City Council. The City Engineer <br /> is a member of the Plan Commission while the City Building Commissioner, who <br /> is also the zoning administrator, sits on the Commission's review committee <br /> as an advisory member to offer advice on rezonings and subdivision plat ap- <br /> proval. The Plan Commission is responsible for making recommendations on <br /> all annexations, rezoning petitions as well as major public works. Many in- <br /> terim reports have been made for the Mayor and the City Council relative to <br /> development matters affecting the city. The reports are classed as interim <br /> since they are designed to provide a guide during the one and one-half to <br /> two year period during which the updated comprehensive plan for the area will <br /> be under preparation. These reports include: <br /> 1. Annexation <br /> 2. Capital Improvements <br /> 3 . Feasibility Report covering a Municipal Parking Program for the <br /> City of South Bend. This report recommended the construction of <br /> two municipal garages within the Central Business District in con- <br /> junction with the downtown renewal plan. <br /> 4. Preparation of a Model Cities Program in conjunction with other <br /> public, non-profit and private agencies. <br /> 5. Site evaluation report prepared for the City's Public Housing Au- <br /> thority. Report was designated to assist in the selection of fu- <br /> ture sites. <br /> 6. Preparation of a report covering present and future fire protec- <br /> tion facilities for the City. Report was prepared in conjunction <br /> with the City Engineer and Fire Chief and resulted in major reor- <br /> ganization of facilities . <br /> CONTINUED ON NEXT PAGE <br /> Supplementary Material Required. Submit, where they have been adopted or given official recognition <br /> since the last submission, the following supplementary material: <br /> (1) One certified copy of the ordinance creating the Planning Commission. <br /> (2) One up-to-date certified copy of land use plan, major thorou.-hfare plan, community facilities <br /> plan, public improvements program or other special plans now in effect, including maps, text and <br /> other related material. <br /> (3) One certified copy of the adopted zoning ordinance and of each amendment thereto, including regu- <br /> lations and official map currently in effect. <br /> (4) One certified copy of the adopted subdivision ordinance and of each amendment thereto, including <br /> regulations currently in effect. <br /> (6) One copy of evidence of adoption or official recognition of the land use, major thoroughfare and <br /> community facilities plans and of the public improvements program. This evidence may be in the <br /> form of a certified copy of the minutes of the meeting of the Planning Commission or governing <br /> body at which adoption or recognition was given or a letter from the head of the local government <br /> or from the Chairman of the Planning Commission stating that such plan is officially recognized <br /> and used in planning and controlling the development of the community. <br /> (6) One copy of any reports that have been issued that show.the progress of planning in the community. <br /> 12 <br />
