cf:) CD <br /> I � <br /> Qased upon the evaluation of these components the structure was given a con- <br /> dition rating of: <br /> Rating 1 -- structure in sound condition requiring only <br /> normal maintenance (sound). <br /> Rating 2 -- structure in deteriorating condition but <br /> r defects are correctable by normal maintenance <br /> (minor deficiencies). <br /> Rating 3 -- structure in a deteriorating condition and defects <br /> are not correctable by normal maintenance (major <br /> deficiencies). <br /> Rating 4 -- structure deficient to a point warranting <br /> clearance (clearance). <br /> 1 <br /> i • <br /> The basic factors evaluated in determining the presence of environmental <br /> deficiencies also reflected the requirements of the Urban Renewal Manual <br /> for qualifying areas for urban renewal treatment and include the following: <br /> I 1) Overcrowding of land; 2) Poor outside housekeeping; 3) Incompatible land <br /> use relationship; 4) Unsafe, congested, poorly designed or otherwise deficient <br /> streets; 5) Adverse influences from noise, smoke or fumes. <br /> The following is a brief description of the priority areas and a completion <br /> ; j schedule based on man days required to complete the inspection work. <br /> i <br /> i The first priority area encompasses the inner-city and most of what is com- <br /> ' i <br /> ' f monly referred to as the "Close-In Section of the City of South Bend". (see <br /> ; f . <br /> ! ; attached map) This area includes Neighborhoods 9, 10, 11 , 18, 19 , 24, 25, 26, <br /> i 27 and smaller portions of Neighborhoods 12, 17, 31 and 32. A detailed <br /> description of the physical and social profile of the neighborhoods are <br /> discussed in the Neighborhood Analysis Report prepared by the Area Planning <br /> Ca Mission•of St. Joseph County and submitted as part of the previous year's <br /> ! � Workable Program Application. The following 'table summarizes the condition <br />� ' I of the housing in the first priority area as identified by the Neighborhood <br />
