i <br /> 1 'SCHEDULE FOR SYSTEMATIC INSPECTION OF ALL HOUSING UNITS <br /> WITHIN THE CITY OF SOUTH BEND <br /> I <br /> : j The purpose of the Systematic Inspection Program is to inspect each and every <br /> housing unit within the City of South Bend and cite any and all conditions <br /> that are,in violation with the City's Housing and Building Codes and Ordinances. <br /> ollowing the inspection of a dwelling, the property owner,, shall be notified <br /> I <br /> in writing and as expeditiously as possible the results of the inspection. <br /> Building and Housing Code violations, where they exist, shall be spelled out <br /> in sufficient detail to permit the owner of the property to fully understand <br /> the nature of the violation and- the work required to bring the property up to . <br /> code standards. <br /> Based on the Building Department's records and review of data compiled on the <br /> general condition of neighborhoods, the city was divided into three ri r' <br /> p o ,ty <br /> areas. The first priority area encompasses the older neighborhoods of the <br /> City where the incident of code violation is expected to appear most frequently. <br /> The second and third priority areas comprise the newer development and older <br /> neighborhoods that have been well maintained over the years. The plan approach <br /> proposes to complete inspection in one priority area at a time. It is esti- <br />' mated that the proposed City-Wide Inspection Program can be completed within <br /> 24 months. <br /> The specific criteria developed in classifying structures as deficient were <br /> based upon the requirements set forth in Section 3-1 of the Urban Renewal <br /> Manual. Major structural components such as: (a) foundation, (b) exterior <br /> wall structure, and (e) roof structure which are visible from the exterior,' <br /> were evaluated by experienced personnel' from the City Building .Department. <br />
