Hunt � .—I <br />4 <br />SUBJECT: Resolution Authorizing Grant Submittal <br />DATE: August 22, 1979 <br />1440 County -City Building <br />South Bend, Indiana 46601 <br />219/284 -9335 <br />On June 25, 1979, the City of South Bend, acting through the Division <br />of Community Development, submitted a pre - application to the Department of Hous- <br />ing and Urban Development for the Targeted Jobs Demonstration Grant Program. <br />The City, one of approximately two hundred submitting a pre - application, was <br />selected as one of the fifty finalist. Contingent upon Council approval, the <br />City will submit a full application by October 10, 1979. <br />As you know, South Bend has aggressively and successfully competed <br />for federal assistance, ranging from EDA's Title IX Program to the Urban Develop- <br />ment Action Grant, to initiate and complete major economic development projects. <br />In addition the City is currently proposing to utilize CDBG funds and the Section <br />108 Loan Program to undertake several major central city development projects which <br />will result in increased housing and employment opportunities for lower income <br />residents of South Bend and business opportunities for small local businessmen. <br />While some may define successful economic development projects solely in terms of <br />an increased tax base, I believe that a successful economic development project <br />will also include increased job opportunities and business opportunities for all <br />residents of the City. <br />The City's performance continues to improve in all phases of economic <br />development. However, I believe that it is imperative that local staff capacity <br />be improved, that new organizational and institutional linkages be formed, and <br />that other programmatic mechanisms and policies be explored which will allow all <br />city residents to benefit from federally assisted economic and community develop- <br />ment projects and activities. <br />
