RESOLUTION NO.,/,r -2,9 <br />A RESOLUTION FOR THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, AUTHORIZING THE MAYOR TO SUB - <br />MIT TO THE UNITED STATES GOVERNMENT, DEPARTMENT <br />HOUSING AND URBAN DEVELOPMENT, AN APPLICATION <br />FOR A GRANT UNDER THE "TARGETED JOBS DEMONSTRATION <br />PROGRAM." <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor and <br />the Common Council, has aggressively and successfully sought to improve South <br />Bend's economy by initiating and supporting economic development projects which <br />increase the City's tax base, job opportunities, and local incomes; and <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor and <br />Common Council, has aggressively and successfully sought out federal assistance <br />to support local efforts and to supplement local resources; and, <br />WHEREAS, the purpose of the "targeted jobs demonstration grant" is to <br />strengthen the links between the City's community and economic development activi- <br />ties and manpower activities so that the maximum feasible number of jobs created <br />under federally-assisted development projects go to economically disadvantaged <br />people who are eligible for assistance under the CETA program and so that the <br />maximum feasible number of "spin -off" business opportunities created under these <br />projects go to small, local businesses, minority entrepreneurs, or community <br />development corporations; and <br />WHEREAS, the Mayor is the chief executive officer of the City, and is the <br />applicant for a demonstration grant called "Targeted Jobs Demonstration Grant" <br />under the auspices of the Federal Inter - Agency Coordinating Council on behalf <br />of six federal agencies. <br />NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South <br />Bend, Indiana: <br />SECTION I. Hereby establish the authority of the Mayor of the City of South <br />Bend to submit an application for funds in the amount of Two Hundred Thousand <br />dollars ($200,000) to the United States Department of Housing and Urban Develop- <br />ment under the "Targeted Jobs Demonstration Program." <br />SECTION II. Hereby designates the Division of Community Development as the <br />administrative agent for the program. The Division of Community Development <br />shall submit to the Common Council a line item budget in ordinance form prior to <br />any expenditures of any grant money received upon approval of this application. <br />SECTION III. The Division of Community Development shall submit a copy of <br />the Targeted Jobs Grant Apprication to the Members of the Common Council prior <br />to submittal of the grant application to the Department of Housing and Urban <br />Development. <br />SECTION IV.
