Members of the Common Council Page -2- August 22, 1979 I believe that the "targeted jobs" demonstration program offers South Bend an excellent opportunity to continue and improve our efforts to increase the employment and entrepreneurial opportunities for the City's "lower" income residents and and small local businesses.
