2" <br />7/28/69 <br />PETITION FOR TRAFFIC SIGNAL AT RIBOURDE AND PORTAGE - RECOMMENDATION <br />The following report of traffic study and finding is filed with the Board <br />by the Traffic Engineering Department in reference to a petition contain- <br />ing 454 signatures for a traffic signal at Ribourde Drive and Portage Avenue: <br />"This area could be labeled as a fringe area in that it <br />separates the rural from the city residential. It has the character- <br />istics of both --relatively long distances between residences <br />(caused by the two cemeteries, the county home, a farm and a single <br />outlet from a subdivision) and the residential characteristics of <br />pedestrians. The speeds encountered in the check are typical of <br />rural speeds. This area is typical at most speed fringe areas, <br />i.e., Western Avenue, Mayflower to Gladstone, Lincolnway West, <br />Mayflower to Bendix, etc., with one exception, being that Portage, <br />in the study area, does not have a major cross street. <br />1. This Department will update and rejuvenate all <br />signage in the area as deemed necessary. <br />2. The foliage at the intersection be removed to <br />allow -greater sight distance at intersection. <br />3. That foliage along the roadway growing over the <br />shoulders be removed to allow sight distance for <br />C., necessary signage and to allow pedestrians an area <br />off the roadway a place to walk. <br />4. That a traffic signal not be installed at Ribourde and <br />Portage. <br />5. That the Police Department be instructed to strictly <br />enforce the posted speed limit." <br />STREET LIGHTS APPROVED <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />recommendations of the Traffic Engineering Department to increase street <br />lighting as follows; <br />Cove and Elwood - to 7000L MV <br />Liston and Studebaker - to 7000 L MV <br />Studebaker north of Washington - to 7000L MV <br />Chestnut at alley south of Washington - to 7000L MV <br />Chestnub and Jefferson - to 7000L MV <br />Midblock Jefferson east of.Walnut - to 7000L MV <br />Jefferson at Maple - to 7000L MV <br />Maple south of Washington - to 7000L MV <br />Elm north of Washington - to 7000L MV <br />FINAL ORDER <br />CONTRACT AWARDED <br />NOTICE TO PROCEED <br />IMPROVEMENT RESOLUTION NO. 3287 - PRAST BOULEVARD <br />For the improvement of Prast Boulevard, from Johnson Street to Huey Street, <br />by constructing a Class C pavement with curb repair. <br />Fifty one percent or more of the resident property owners on Prast Boulevard <br />having requested that said street be paved with Type IV pavement instead of <br />Type III -A as designated in the preliminary order adopted on July 21, 1969, <br />the preliminary order is hereby rescinded and said street is ordered paved <br />with Type IV pavement. <br />The Board, having examined all bids received on July 14, 1969, and being <br />duly advised, uponcmotion made, seconded and unanimously carried awards <br />contract to Bituminous Materials Company for the paving of said street with <br />Class C, Type IV, pavement on its low bid of $6,243.00. And Bitu minous <br />Materials Company is hereby given notice to proceed with such improvement. <br />
