<br />This being the date set for receiving bids for the above improvemehts, the
<br />Clerk tendered proofs of publication in the South Bend Tribune and the Tri
<br />County News on June 20 and June 27, 1969, which were read and found to be
<br />sufficient.
<br />Bids were opened. Non collusion affidavits were examined and found to be
<br />proper. Bid bonds of 5% of the total bid accompanying the bids were found "
<br />to be sufficient.
