0 <br />3/31/69 <br />from Acct. P-11 (services personal) to Acct. P-23 (instruction) - $ 500.00 <br />from Acct. P-11 (services personal) to Acct. P-213 (travel) - $2 000.00 <br />motion was made, seconded and unanimously carried for the transfer. Said <br />request being occasioned because -of present day demands for increased training <br />in specialized fields. And the request was referred to the Legal Department <br />for the preparation of an ordinance for the consideration of the Common Council. <br />RETIREMENT - POLICE DEPARTMENT - FRANK VELLNER <br />Upon the recommendation of Chief of Police Thomas H. McNaughton, the motion <br />was made, seconded and carried to approve the application for retirement of <br />Frank Vellner from the South Bend Police Department effective April 3, 1969, <br />Sergeant Veliner having been appointed to the Police Department March 1, <br />1949, and having served over 20 years. <br />REQUESTS FOR MILITARY LEAVE - POLICE DEPARTMENT <br />Upon motion made, seconded and unanimously carried, the Board approved the <br />requests for leave from Police duty for military duty as follows: <br />Sgt. Edward I. Friend - for the period July 26 through August 9, 1969, <br />for active military duty with the United States Army Reserves at Camp <br />Grayling, Michigan. <br />Jerome D. Kreczmer - for the period April 4, to April to April 21, 1969 <br />for active duty in the U. S. Naval.Reserves at Norfolk,,Virginia. <br />ADOPTION OF CLOTHING ALLOWANCE POLICY - POLICE DEPARTMENT <br />After- due consideration and upon recommendation of the City Attorney, upon <br />motion made, seconded and unanimously carried, the Board approved the <br />adoption of the following clothing allowance policy for the Police Department: <br />"All personnel newly appointed to the South Bend Police Depart- <br />ment will be furnished all uniforms, arms and equipment necessary <br />to the performance of their duties. <br />"During the second calendar year of service, each member shall <br />receive one-fourth of the established clothing allowance for each <br />full or partial quarter year of service during the preceding <br />calendar year. <br />"All personnel with less than five full calendar years of service <br />will be provided not to exceed $200.00 allowance per calendar <br />year for the purchase of uniforms, arms and equipment. The allow- <br />ance must be used for items specified in the uniform bids accepted <br />by, and arms and equipment approved by, the Board of Public Works <br />and Safety. If a member is assigned to non -uniform duties, he <br />shall be paid the allowance in cash. <br />"Upon completion of five full calendar years of service, payment <br />of $200.00 cash in lieu of the allowance will be made if the mem- <br />ber requests it. All requests for payments as outlined in this <br />paragraph must be reviewed and approved by the member's respect- <br />ive commanding officer." <br />BUILDING DEPARTMENT - SUB -STANDARDS DIVISION <br />Mr. J W. Adamson, Sub -Standards Director, appeared before the Board and <br />the following matters were taken up. <br />The opening of bids for demolition of the following propprties: <br />1717 Benton Court <br />1913 Orange Street <br />1227 S. Carroll Street <br />upon motion made, seconded and unanimously carried, was postponedcuntil <br />April 7, 1969. <br />1 <br />
