<br />SOUTH BEND ENGINEERING STANDARDS ADOPTED
<br />Upon motion made, seconded and unanimously carried, the Board adopted engineer-
<br />ing standards for the City of South Bend prepared -,by the City Engineering De-
<br />partment, consisting of the following:
<br />"A. The standard specifications of the Indiana State Highway Commission,
<br />latest edition, hereinafter referred to as "State specifications.'
<br />"B. The standards for sewage works of the Upper Mississippi River Board
<br />of Public Health Engineers, latest edition, %; %'c
<br />"C. City supplemental specifications as issued by the South Bend City
<br />Engineer, :, ••
<br />"These standard specifications shall apply to all work done in the
<br />public right of way or easements and shall govern the construction
<br />of any street, alley, sewer or drainage facility to be dedicated to
<br />the public use. No improvements shall be accepted into the public
<br />system until a registered professional engineer of the State of Indiana
<br />certifies that they meet the requirements of the specifications.
<br />"These standard specifications shall not apply to work contracted
<br />directly with the City of.South Bend under plans and specifications
<br />prepared for the particular project."

<br />RESOLUTION ADOPTED - DIVISION A WASTEWATER TREATMENT PLANT ADDITIONS
<br />Upon motion made, seconded and unanimously carried, the following resolution
<br />was adopted:
<br />"RESOLUTION OF BOARD OF PUBLIC WORKS AND SAFETY
<br />k'.VHEREAS, the Stream Pollution Control Board of the State
<br />of Indiana, acting pursuant to Chapter 214 of the Acts of the General
<br />Assembly for the year 1943, on October 23, 1964, issued a final order
<br />to the City of South Bend ordering said City to cease and desist from
<br />causing and contributing to the pollution of the St. Joseph River
<br />downstream from the point of entry of sewage treatment plant effluent
<br />into said water, and said Board has ordered the City to construct
<br />facilities for adequate disintection of the City's sewage treatment
<br />plant effluent; and
<br />"WHEREAS, the Board has heretofore employed Clyde Williams
<br />and Associates, consulting engineers, of South Bend, Indiana, to
<br />prepare plans, specifications and estimates for said project and
<br />have estimated the cost thereof, including all of the items required
<br />by statute, to be in the approximate amount of Eight Million Seventy
<br />Four Thousand Five Hundred Dollars ($8,074,500.00), more par-
<br />ticularly itemized as follows:
<br />Construction $6,900,000.00
<br />Technical services $ 766,000,00-
<br />Legal and fiscal $ 63,500.00
<br />Contingency $ 345,000.00
<br />Total $8,074,500.00
<br />and
<br />"WHEREAS, on the 2nd day of April, 1971, the Common
<br />Council of the City of South Bend adopted a resolution authorizing
<br />an acceptance of a grant offer by the Federal Environmental Pro-
<br />tection Agency in the amount of Three Million Sixty Thousand Two
<br />Hundred Fifty Thousand ($3,060,250.00) to be applied on the total
<br />cost of said project, and
<br />"WHEREAS, the City of South Bend will receive in
<br />connection with said grant the sum of One Million Three Hundred
<br />Ninety One Thousand Twenty Five Dollars ($1,391,025.00) from the
<br />State of Indiana to be applied on the total cost of said 'project,
