33 , <br />3/29/71 <br />305 Wenger Street.. Mr. Ltszewski reports this property open and nothing <br />done to bring it up to standard. The Sub -Standards Director was directed <br />to notify the owner to appear before the Board April 5, 1971, to show cause <br />why the structure at 305 Wenger Street should not be demolished. <br />Request for owners of sub -standard properties to appear before the Board 4/12/71. <br />Upon motion made, seconded and carried, the Board approved the request of <br />the Sub -Standards Director for owners of sub -standard properties to appear <br />before the Board April 12, 1971, as follows: <br />736 N. Frances Street Wallace J. and Bessie Mitchell <br />616 Kizer Court Thomas and Jessie Pulliam <br />HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3321 - BEALE STREET <br />SEWER <br />Having been continued from March 22, 1971, hearing was resumed on the assess- <br />ment roll in Improvement Resolution No. 3321 for the improvement of Beale <br />Street, from Cushing Street to Riverside Drive, by constructing a local sewer. <br />Mrs. James A. Alwine, 730 Beale Street, South Bend, Indiana, and Mrs. Robert <br />M. Aldridge, 637 Beale Street, South Bend, Indiana, attended the meeting. <br />Mr. Taylor, President of the Board, stated that "So far as additional evidence <br />to be submitted today, we obtained from the Joy Septic Tank Company an <br />estimated cost for the.installation of a septic tank based on a three bedroom <br />home. They estimated from $680.00 to $830.00. We also have the journal of <br />the Sanitary Engineering Division of the American Society of Civil Engineers <br />who made a comparison of depreciation between a sewer system and a septic <br />system. They depreciated the sewer and added to that maintenance costs of <br />the sewer and came up with a cost of $200.00 per year. On a septic system <br />they came up with a figure of $290.00 per year as the annual cost. I have <br />discussed this particular problem with developers and developers every day <br />are installing sanitary sewers to their new development lots. Seven cents <br />per square foot is considered to be an equitable cost." Mr. Taylor further <br />cited city ordinances which require connection to a municipal sewer system <br />when available. <br />No remonstrators appeared before the Board and no further written remonstrances <br />were received. <br />The motion was made by Mr. Bickel, seconded and carried by a vote of two to <br />one, that the assessment roll in Improvement Resolution No. 3321 be approved <br />as adopted March 1, 1971. Mr. Crumpacker voted against the motion. <br />HEARING ON ASSESSMENT ROLL - VACATION RESOLUTION NO. 3334 - JOHN C. PERRY <br />This being the date set, hearing was held on the assessment roll in Vacation <br />Resolution No. 3334, for the vacation of: <br />The east -west alley between Dubail Avenue and Calvert <br />Street from the east right of way line of Grant Street <br />to the west right of way line of the north -south alley <br />between Dubai] Avenue and Calvert Street, and from the <br />east right of way line of the said north -south alley <br />to the west right of way line of Brookfield Street, <br />situated in Whiteman's First Addition. <br />The Clerk tendered proofs of publication in the South Bend Tribune .and the <br />Tri County News on March 5, March 12 and March 19, 1971, which were read and <br />found to be proper. No remonstrators having appeared and no written re- <br />monstrances having been received, it was moved, seconded and unanimously <br />carried that the assessment roll in Vacation Resolution No. 3334 be approved as presented <br />and said vacation proceedings in all things ratified and confirmed and the <br />property vacated. <br />
