6/15/70 <br />RECOMMENDATION FOR APPOINTMENT OF CADETS TO POLICE DEPARTMENT <br />The recommendation of Chief of Police Loren M. Bussert and Services Division <br />Chief,Glenn Terry for appointment of the following applicants to the South <br />Bend Police Department as cadets was laid on the table for consideration by <br />the Board: <br />Terry Lee <br />Bensley <br />Thomas P..Mammon <br />Joseph Lee <br />Shead <br />Randy Lee <br />Butz <br />Richard D. Orban <br />Leonard M. <br />Szymanski <br />Charles D. <br />Eakins <br />Edward R. Parker <br />Robert A. <br />Szymczak <br />Samuel L. <br />Graber <br />Kelly B. Robbins <br />William W. <br />Schmidt <br />POLICE DEPARTMENT - ADOPTION OF PHYSICAL REQUIREMENTS <br />1 <br />Upon motion made, seconded and unanimously carried, physical requirements for <br />appointment to the South Bend Police Department were adopted as follows: <br />"PHYSICAL REQUIREMENTS FOR APPLICANTS OF SOUTH BEND POLICE FORCE <br />AND PENSION FUND. <br />Any military classification of 4-F or 1-Y or any medical dis- <br />charge may be considered sufficient cause for rejection. <br />EYES - - - - - A minimum vision of 20/70 in each eye, correctible <br />to 20/20. No organic disease of eye. No nystagmus <br />or strabismus. . <br />COLOR Pseudo-isochromatic test. Normal color vision re- <br />PERCEPTION- --quired. <br />EARS - - - - - Hearing 15/15 by whispered voice or 20/15 spoken voice. <br />No chronic otitis media or perforation of ear drum. <br />NOSE AND No infected tonsils, malformations or obstruction of <br />THROAT - - - - nasal passages. <br />TEETH - - - - Must have vital, serviceable teeth including four opposing <br />molars and four opposing incisors. Any plate, denture <br />or bridge is to be considered as sufficient teo-th, <br />providing they are directly opposite <br />NECK - - - - - No enlarged cervical glands, goiter or tumors. <br />SPINE - - - - No curvature of spine in any degree in which function <br />is interfered with. <br />CHEST - - <br />- - No deficient expansion of chest or deformity which re- <br />sults in reducing chest capacity and diminishing the <br />respiratory functions to such a degree as to interfere <br />with vigorous physical exertion or to produce dis- <br />figurement when applicant is dressed. <br />LUNGS - - <br />- - No abnormal physical findings. <br />HEART - - <br />- - -No hypertrophy, murmur or other pathology. Pulse rate <br />of 50 or below and 166 or above which persists is <br />cause for rejection. Hop 20 times on each foot, <br />one hop a second. The exercise test should be given <br />to determine efficiency of the heart muscle, any <br />dyspnea or other symptoms of circulatory failure. <br />A persistent systolic pressure above 140 or a <br />persistent diastolic pressure above 95 before or <br />after exercise is cause for rejection. <br />ABDOMEN - <br />- - -No hernia, abdominal mass or abnormally enlarged organ. <br />RECTUM- - - <br />- No pilonidal cyst or hemorrhoids or anal dermatis. <br />
