404 <br />8/7/72 <br />REQUEST FOR LEGAL DEPARTMENTTO PREPARE LEASE FOR PARKING LOT <br />A letter was received from Mr. Stanley Hull, Parking Garage Manager, <br />asklvrig for permission to approve an arrangement he has made with <br />George S. Smith, owrr of Smith Shell Service 122 Western Avenue, to <br />run the parking lot at Western Avenue and Michigan Street, that he <br />has leased from the Redevelopment Department. Upon motionmade, sec- <br />onded and carried, the Board approved the request and directed the. <br />Legal Department to prepare a lease. <br />Mr. Hull also informed the Board that he was leasing a lot at the <br />corner of Jefferson Boulevard and St. Joseph Street from the Re- <br />development CoWlefion but he has been unable to use it to park <br />cars because of the excavation which has not been filled. Upon <br />motion made, seconded and carried, the Clerk was directed to write <br />to the Redevelopment Commission informing them of this. <br />REQUEST TO HOLD BLOCK PARTY <br />A request was received from the residents of the 1700 block of North <br />Adams Street, containing fifteen signatures requesting that the.street <br />be blocked on August 18, 1972 from 6:00 P.M. until midnight for the <br />purpose of having a neighborhood picnic. Upon motion made, seconded and <br />carried, the matter was referred to the Bureau of Traffic and Lighting <br />for investigation and report.. <br />APPROVAL OF CONTRACT FOR POWER SWEEPER <br />A memo was received from Donald Decker, Street Commissioner, recommend- <br />ing the purchase of the Tennant 92 Power Sweeper. Upon motion made, <br />seconded and carried, the recommendation was approved and the contract <br />for the sweeper was signed. <br />REQUEST TO HOLD STREET SERVICES DENIED <br />A request from Missionery Dora Lothe to hold street services f>as one <br />month at the corner of Michigan and Western Avenue having been referred <br />to the Legal Department for study is now brought before the Board. Upon <br />motion made, seconded and carried, the request is denied because it <br />would constitute a traffic hazard. <br />WEIGHTS AND MEASURES REPORT Mr. Bert Cichowicz, City Sealer, filed his <br />report for the month of July, and it was approved. <br />NEWSLETTER RE: MOTORISTS PAYING FOR STATE POLICE OPERATION <br />An article in the Indiana Highways Newsletter was brought to the attention <br />of the Board. This was in reference to the fact that Indiana's highway <br />users have been supporting the entire State Police Department as a tax <br />dependent since 1970. This is in spite of a 1941 law which stipulates <br />that only one-half of the amount appropriated for the State P®lice <br />Department shall be deducted from the Motor Vehicle Highway.Account Fund. <br />This is the depository for fuel taxes and vehicle fees collected for <br />construction and maintenance of state highways and local roads and streets. <br />Although its deductions are the largest, the State Police Department is <br />only one of several state agencies whose operations are financed entirely <br />or in part from the Motor Vehicle Highway Account. Two of the other major <br />ones are the Bureau of Motor Vehicles and the Department of Vehicle inspec- <br />tion and Traffic Safety. A number of state wide organizations have taken <br />the position that (1) appropriations from the Motor Vehicle Highway Account <br />should be in accordance with statutory provisions, and (2) 50% is a fair <br />and justifiable share of state Police costs to be paid by Hoosier Motorists. <br />
