r� 7/24/72 To: Board of Public Works and Safety From: Director, Division of Sub -Standard Buildings Subject: Recommendation for the disposition of demolition proceedings from the Department of Redevelopment's Code Enforcement Sections: It is the position of the Director of the Division of Sub - Standard Buildings that the present staff, which consists of (3) housing inspectors and (1) Secretary, is capacitated to its limit in carrying out the enforcement ofjectives of the Municipal Housing laws throughout the City of South Bend, and that the Code Enforcement Sections of the Department of Redevelopment should do their own in- vestigations and present their findings before the Board of Public Works and Safety for disposition. Within the budgets of these project areas, provision has been made to provide for administrative costs, demolition, etc., and for the Division of Sub -Standard Buildings to assume the reponsibility of compiling the documentation necessary to present this Department's cases intelligently before the Board, is an unwarranted duplication of effort and very costly, and will place an additional burden on this Division of the Bureau of Buildings and Permits. Therefore: I recommend that Mr. Richard A. Madison, Chief of the Code Enforcement Sections of the department of Redevelopment be made responsible for the documentation and presentation of all matters emanating out of the Code Enforcement Sections of Redevelop- ment to the Board of Public Worms and Safety, in that he has adequate staff and resources to assume this responsibility. He should be delegated to carry out this function. The Division of Sub -Standard Buildings will cooperate in any way. s/ Isaiah Steed, Director. Upon motion made, seconded and carried, the Board directed that a copy of the above letter be sent to the Redevelopment Commission. LETTER FROM MR. WEST RE: INDIANA CLUB FIRE ESCAPE Mr. West presented the following letter: July 20, 1972 To: Board of Public Works and Safety From: Bureau of Buildings and Permits Subject: Indiana Club Fire Escape The request of -.the Indiana Club, 320 West Jefferson Boulevard, South Bend, Indiana, to construct a fire escape from the second floor on the outside, east wall of the structure has been reviewed. it is recommended that the Board'of Public Works and Safety grant permission to the Indiana Club for the occupancy of the air -rights, above the public way, for the construction of the fire escape so as to enable this Bureau to issue a building permit.
