Seals Chief of Police upon motion made, seconded and unanimously carried the above recommen- dation for the promotion of Sergeant Niedbaiski to Captain was approved. PROMOTION OF CORPORAL>WILLI S SHOEMAKER - TO SERGEANT The following letter was presented: March 21, 1972 Board of Public Works and Safety City of South Bend County City Building ed1 South Bend, Indiana r! Gentlemen: It is respectfully recommended that Corporal Willis Shoemaker be promoted to the rank of Sergeant technician and assigned to the photographic dark- room as a laboratory technician, effective on date of April 1, 1972. Corporal Sheomaker, appointed to the police department on date of March 1, 1953, has spent many of his years of service assigned as a technician in the above area and his assisngment therein will facilitate the easing of a shortage of trained technicians created by recent realignments and assisgnments to make available for street date More youthful technician* personnel. Currently assigned to the Desk area as an N.C.i.C. operator, Shoemaker's transfer as cited above will not retract any effort to increase street -assigned manpower. The promotion and assignment herein recommended will create a realistic In-depth availability of techbician personnel already trained and make the tast of training a replacement for Corporal Shoemaker as he nears retirement eligibility. SPECIAL POLICE COMMISSION APPLICATIONS Special Police Commission applications were received for the following: Donald L. Decker Taffie Mallard Archie Henderson Gloria Mae Filley Christy Tirotta Richard Louis Handley Anthony Kovateh Robert Francis Hambright Taffie Mallard already holds a Special Police Commission for work at the South Bend Housing Corporation, but is requesting that it be enlarged so that he might work at the S. S. Kresge store.
