3/13/72 <br />2331 <br />A question was raised as to whether or not`all of the streets on <br />the parade route would be accessible because of urban renewal. <br />The matter was continued for one week until the schedule.of work <br />can be checked, <br />CHARGES AGAINST CORPORAL WILLIAM STOYNOFF-POLICE DEPARTMENT <br />Corporal William Vessele Stoynoff appeared before the Board in <br />person and through Irving J. 'Smith, his attorney. Mr. Smith <br />informed the Board that he had just returned to the city and <br />had not had time to study the case, and therefore, asked for a <br />continuance, The Board set the time as Tuesday, March 28, 1972 <br />at 9:30 A.M. for a hearing on the charges to be held. <br />POLICE DEPARTMENT - CHARGES AGAINST PATROLMAN MAURICE WOODS <br />The Chairman stated that in reference to charges filed against <br />Patrolman Maurice Van Woods on February 4, 1972, by Chief of <br />Police Robert Seais for violation of Sections 1.4. 1.8, 4.2 <br />and 4.50 of the General Rules and Regulations of the Police <br />Department of the City of South Bend, Indiana, the Board had <br />t--i <br />considered the matter and made its findings. The findings of'the <br />Board as to guilt or innocence to each of the counts was read <br />aloud. <br />At the conclusion of the reading of the findings of ithe Board, <br />it was moved, seconded and unanimously carried that Patrolman <br />Maurice Van Woods be found guilty of the charge in Count iII <br />of grabbing and shaking Alien Howell. Additionally, the motion <br />was made that Patrolman Maurice Van Woods be found guilty of <br />specification C of Count IV alleging the same grabbing and <br />shaking and the same constitution conduct unbecoming an officer <br />In the South Bend Police Department. The motion was seconded <br />and carried. It was further moved that the finding of guilty <br />to Counts III and Specification a of Count IV of the charges that <br />Patrolman Maurice Van Woods be suspended from the South Bend ' <br />Police Department effective February 4, 1972 for a period of 60 <br />days without pay. A second part of the motion was that Patrol- <br />man Maurice Van Woods be reprocessed through rookie school at <br />the South Bend Police Department. The motion was seconded and <br />carried. <br />RETIREMENT FROM POLICE DEPARTMENT-EUGENE WILLIAM ANDERT <br />Upon motion made, seconded and unanimously carried the Board <br />approved the application of Police Officer Eugene William <br />Andert to retire from the South Bend Police Department as of <br />March 15, 1972. <br />Upon motion wade, seconded and carried the Board approved the <br />request of Officer Edward R. DeCraene to attend two weeks Naval <br />Reserve Training from Sunday March 26 to Saturday April 8, 1972. <br />SPECIAL POLICE BOND - DONALD J. BRUNETTE -OFFICERS TORRiNGTON CO. <br />Upon motion made, seconded and carried, the Board approved a <br />Special Police Bond for Donaid J. Brunette. <br />Upon motion made, seconded and carried the Board approved the <br />Special Police Continuation bonds for the following for the <br />Torrington Company: <br />Edward T. Wagnerowski Frank Sochocki, Jr. <br />Stanley V. Grayszk Anthony A. Berus <br />John W. Stankiewicz John R. Wells <br />Joseph A. Marko Byron E. Balsbaugh <br />
