LETTER FROM HOUSING AUTHORITY The following letter was presented to :the Board: February 9, 1972 Board of Works City of South Bend County City Building South Bend, Indiana Attention: Attorney Charles A. Sweeney, Jr. President Gentlemen: Harber Homes is a housing development being constructed by the Consolidated Negro Contractors, Inc., for The Housing Authority of the City of South Bend, Indiana. According to the information given to this writer, the streets therein have been dedicated to and accepted by the City of South Bend. However the Street Department is not authorized to maintain the streets because the Developer has not and cannot post the three year bond as is required. The reasons for this situation are: 1) The Company is broke 2) It's Financial status will preclude consideration by any reliable bonding company.
