Sweeney, Jr. President <br />Gentlemen: <br />Harber Homes is a housing development being constructed by the Consolidated <br />Negro Contractors, Inc., for The Housing Authority of the City of South Bend, <br />Indiana. <br />According to the information given to this writer, the streets therein <br />have been dedicated to and accepted by the City of South Bend. However <br />the Street Department is not authorized to maintain the streets because <br />the Developer has not and cannot post the three year bond as is required. <br />The reasons for this situation are: <br />1) The Company is broke <br />2) It's Financial status will preclude consideration by <br />any reliable bonding company. <br />
