<br />RESOLUTION NO. 9-27-71 ADOPTED - PALAIS ROYALE
<br />Upon motion made,by S. J. Crumpacker, seconded and unanimously carried,
<br />the following resolution was adopted:
<br />"NO. 9-27-71
<br />"RESOLUTION OF THE BOARD OF PUBLIC WORKS AND
<br />SAFETY OF THE CITY OF SOUTH BEND, INDIANA
<br />"WHEREAS, the Board of Public Works and Safety of the City
<br />Of South Bend, Indiana, has determined that it .would be for the
<br />best interests of said City and its citizens to provide funds for
<br />the acquisition by purchase of certain improved real property,
<br />known as the Palais Royale, for the use in conjunction with the
<br />adjoining city owned property known as the Civic Auditorium for
<br />use as an auditorium and a public hall for assemblies, exhibits,
<br />conventions, entertainments, and for recreational and other
<br />lawful purposes, governmental and corporate or proprietary, and
<br />the remodeling and improvement of such buildings for such pur-
<br />poses, including but not limited to the installation of heating,
<br />ventilating and air conditioning equipment; the acquisition, im-
<br />provement and development of land as a site for a civic center; the

<br />construction of streets, curbs, sidewalks and sewers, including
<br />G
<br />the acquisition of any necessary land, easements and rights of
<br />way in connection therewith; and, to the extent of funds remain-
<br />ing, the acquisition of land as a site for and the construction
<br />and equipment of a fire station; together with the expenses in
<br />connection with all of the foregoing including engineering,
<br />architectural, appraisal, abstracting, title insurance and legal
<br />fees, and the expenses and legal fees incidental to the issuance
<br />of said bonds; and
<br />"WHEREAS, the Board of Public Works and Safety of the City
<br />of South Bend, Indiana, finds that an extraordinary emergency
<br />exists for the expenditure of more money than was set out in
<br />detail in the published budget and that the said acquisition,
<br />construction, equipping and improvements are necessary in order
<br />to protect the well being and the property of its citizens and
<br />will be of general benefit to the entire City; and
<br />"WHEREAS, the said Board has determined that the funds neces-
<br />sary to pay for the same will be in an amount not to exceed Two
<br />Million Thirty Thousand Dollars ($2,030,000,00);
<br />"BE IT RESOLVED by the Board of Public Works and Safety of
<br />the City of South Bend,` Indiana, that this Board request the
<br />City Controller and the Common Council to take proper steps
<br />immediately to provide funds necessary for said purposes in an amount
<br />not to exceed Two Million Thirty Thousand Dollars ($2,030,000:00)
<br />and to that end that a copy of this resolution be filed with the
<br />City Controller and presented to the Common Council as soon as
<br />may be done.

<br />MUSICAL PRODUCTION "HAIR"
<br />Rev. Jack West, Calvary Temple Church, 3717 S. Michigan Street, South Bend,
<br />Indiana, appeared before the Board and inquired if the Board has taken any
<br />action on the petitions filed regarding the showing of the musical production
<br />"Hair." The Board President explained that the decision of the Board
<br />August 30, 1971, remains the same.
