<br />Mrs. Lee Swan, 2022 S. Swygart Avenue, South Bend, Indiana, appeared before
<br />the Board in reference to house inspections by the Sub -Standards Division
<br />of the Building Department in compliance w"th the statute for urban renewal
<br />aid from the Federal Government, and expressed her view that"house to house
<br />inspections of one neighborhood to enable another neighborhood to qualify
<br />for federal funds is unfair, is harassment and invasion of privacy."
<br />The written statement was ordered filed and the Sub -Standards Director
<br />was requested to reply in writing.
<br />MRS, FREDERICK MUTZL
<br />Mrs. Frederick Mutzl, 320 Parkovash, South Bend, Indiana, appeared before
<br />T the Board and submitted a "petition for neighborhood improvement" signed
<br />e-4 by 41 persons relative to the condition of the property at 315 Parkovash
<br />Avenue. Upon motion made, seconded and carried, the matter was referred
<br />w to the Sub -Standards Department and the Legal Department for review and
<br />Z..� recommendation.

<br />WEIGHTS AND MEASURES DEPARTMENT - JULY, 1971 REPORT
<br />Monthly report of the Weights and Measures Department for the month of
<br />July, 1971, was reviewed by -,the Board and ordered filed.
<br />HEARING ON ASSESSMENT ROLL - IMPROVEMENT RESOLUTION NO. 3324 - OLIVE
<br />STREET SIDEWALK
<br />This being the date set, hearing was held on the assessment roll in Im-
<br />provement Resolution No. 3324 for the improvement of Olive Street, from
<br />Ford Street to Western Avenue by constructing a concrete sidewalk and curb
<br />repair. The Clerk tendered proofs of publication of notice in the South
<br />Bend Tribune and the Tri County News on July 30 and August 6, 1971.
<br />Robert J. Whitney, 617 S. Olive Street, South Bend, Indiana, stated he had
<br />purchased this property last fall and understood the assessment was to be
<br />$25.00. It was explained that the property owners are to pay 25% of the
<br />assessment (and not $25.00) and the City is to pay 75% of the cost.
<br />After hearing all persons interested who appeared, upon motion made,
<br />seconded and unanimously carried, the assessment roll adopted on July
<br />26, 1971 was in all things confirmed.
<br />HEARING ON IMPROVEMENT RESOLUTION NO. 3343 - E. FARNEMAN STREET SEWER
<br />This being the date set, hearing was held on Improvement Resolution No. 3343,
<br />1971, for the improvement of East Farneman Street, from 200 feet east of
<br />Fellows Street to the dead end by constructing a local sewer.
<br />The Clerk tendered proofs of publication of notice in the South Bend Tribune
<br />and the Tri County News on August 6, and August 13, 1971, which were read
<br />and found to be sufficient.
<br />Lloyd S. Taylor, President of the Board, stated that a second hearing is
<br />being held for the reason that the statute was improperly cited in Improve-
<br />ment Resolution No. 3339, 1971.
<br />Robert Baidinger, 526 Donmoyer Street, South Bend, Indiana, submitted a
<br />remonstrance bearing 12 signatures.
<br />Robert Stauffer, 624 E. Farneman Street and John Lederer, 611 E. Farneman Street,
<br />South Bend, Indiana, spoke against the improvement, stating that the cost
<br />would be burdensome and that the septic tanks of all residents except one
<br />are satisfactory.
<br />Upon motion made, seconded and carried, the matter was taken under advise-
<br />ment.
