8/9/71 <br />POLICE DEPARTMENT - SPECIAL POLICE APPOINTMENT <br />Upon motion made, seconded and unanimously carried', the application of Magdalene <br />Scott for appointment as a special police officer at Robertson's Department <br />Store was approved. <br />BUILDING DEPARTMENT - SUB -STANDARD DIVISION <br />Richard U szewski, Sub -Standards Director, appeared before the Board and the <br />following matters were taken up. <br />524 E. Broadway. Earl Kime from the Portage Realty Company appeared as re- <br />quested. Mr. Kime says Portage Realty Company has a man who wishes to repair <br />the building for a residence and will secure it while repairs are being made. <br />Upon motion made, seconded and unanimously carried, the matter pertaining to <br />524 E. Broadway was continued indefinitely on condition that the property <br />be secured within two weeks. <br />132-142 Elder Street. This being the date set, bids were opened for the <br />demolition of the accessory building at 132-142 Elder Street. Non collusion <br />affidavitstarere found to be proper. The bids were as follows: <br />Bryant Excavating Company $ 85.00 <br />Midwest Demolition Company $128.00 <br />O'Neal Trucking Company $ 98.00 <br />Upon motion made; seconded and -unanimously carried, contract for demolition of <br />the accessory and cleaning up the premises was awarded to Bryan Excavating <br />Company on its low bid of $85.00. <br />REQUEST OF ENGINEERING DEPARTMENT TO ADVERTISE FOR BIDS TO PAVE POLK COURT <br />Upon motion made, seconded and unanimously carried, the request of the Engineer- <br />ing Department to advertise for bids to pave Polk Court, from Colfax Avenue <br />to Columbus Court was approved. August 23, 1971, was set as the time for re- <br />ceiving bids. And the Clerk was directed to give notice by publication in <br />the South Bend Tribune and the Tri County News on August 13 and August 20, 1971. <br />HUMANE SOCIETY - ANNUAL REPORT <br />The report of the Humane Society for the period May 1, 1970 to May 1, 1971, <br />was reviewed and ordered filed. <br />CHARGES FILED - PATROLMAN WILLIAM COAR <br />Chief of Police Loren M. Bussert files with the Board complaint against <br />Patrolman William Coar charging violation of Sections 4.21, 31.1 and 4.47 of <br />the General Rules and Regulations of the Police Department. <br />It was moved, seconded and unanimously carried that Patrolman William Coar be <br />notified of such charges at his residence at 805 N. Sancome Street, South Bend, <br />Indiana, and to make due return to this Board within seven days from the date of <br />such service. <br />PLANS AND SPECIFICATIONS APPROVED - IMPROVEMENT RESOLUTION NO. 3343 - E. FARNEMAN <br />STREET SEWER <br />Upon motion made, seconded and unanimously carried, plans, specifications and <br />cost estimate for the improvement of East Farneman Street, from 200 feet east <br />of Fellows Street to the dead end, by constructing a local sanitary sewer <br />were approved. <br />TOPICS PROGRAM - UTILITY AGREEMENTS - NORTHERN INDIANA PUBLIC SERVICE COMMISSION <br />Upon motion made, seconded and unanimously carried, the Board entered into <br />agreements with the Northern Indiana Public Service Commission for gas lines <br />at the following intersections being constructed under the TOPICS (Traffic <br />
