8/9/71 POLICE DEPARTMENT - SPECIAL POLICE APPOINTMENT Upon motion made, seconded and unanimously carried', the application of Magdalene Scott for appointment as a special police officer at Robertson's Department Store was approved. BUILDING DEPARTMENT - SUB -STANDARD DIVISION Richard U szewski, Sub -Standards Director, appeared before the Board and the following matters were taken up. 524 E. Broadway. Earl Kime from the Portage Realty Company appeared as re- quested. Mr. Kime says Portage Realty Company has a man who wishes to repair the building for a residence and will secure it while repairs are being made. Upon motion made, seconded and unanimously carried, the matter pertaining to 524 E. Broadway was continued indefinitely on condition that the property be secured within two weeks. 132-142 Elder Street. This being the date set, bids were opened for the demolition of the accessory building at 132-142 Elder Street. Non collusion affidavitstarere found to be proper. The bids were as follows: Bryant Excavating Company $ 85.00 Midwest Demolition Company $128.00 O'Neal Trucking Company $ 98.00 Upon motion made; seconded and -unanimously carried, contract for demolition of the accessory and cleaning up the premises was awarded to Bryan Excavating Company on its low bid of $85.00. REQUEST OF ENGINEERING DEPARTMENT TO ADVERTISE FOR BIDS TO PAVE POLK COURT Upon motion made, seconded and unanimously carried, the request of the Engineer- ing Department to advertise for bids to pave Polk Court, from Colfax Avenue to Columbus Court was approved. August 23, 1971, was set as the time for re- ceiving bids. And the Clerk was directed to give notice by publication in the South Bend Tribune and the Tri County News on August 13 and August 20, 1971. HUMANE SOCIETY - ANNUAL REPORT The report of the Humane Society for the period May 1, 1970 to May 1, 1971, was reviewed and ordered filed. CHARGES FILED - PATROLMAN WILLIAM COAR Chief of Police Loren M. Bussert files with the Board complaint against Patrolman William Coar charging violation of Sections 4.21, 31.1 and 4.47 of the General Rules and Regulations of the Police Department. It was moved, seconded and unanimously carried that Patrolman William Coar be notified of such charges at his residence at 805 N. Sancome Street, South Bend, Indiana, and to make due return to this Board within seven days from the date of such service. PLANS AND SPECIFICATIONS APPROVED - IMPROVEMENT RESOLUTION NO. 3343 - E. FARNEMAN STREET SEWER Upon motion made, seconded and unanimously carried, plans, specifications and cost estimate for the improvement of East Farneman Street, from 200 feet east of Fellows Street to the dead end, by constructing a local sanitary sewer were approved. TOPICS PROGRAM - UTILITY AGREEMENTS - NORTHERN INDIANA PUBLIC SERVICE COMMISSION Upon motion made, seconded and unanimously carried, the Board entered into agreements with the Northern Indiana Public Service Commission for gas lines at the following intersections being constructed under the TOPICS (Traffic
