<br />FILING OF ASSESSMENT ROLL, VACATION RESOLUTION NO. 3387, 1973_
<br />Rollin E. Farrand, P. E., Civil City Engineer, files an Assessment Roll showing
<br />the award of damages and the assessment of benefits in Vacation Resolution No. 3387,.
<br />1973-for the vacation of the east -west alley between Hill Street and St. Louis
<br />Avenue from the east right-of-way line of Hill Street to the west right-of-way
<br />line of the north -south alley between Colfax and Washington Streets situated between
<br />Lots 147 and 148 as shown on the Recorded Plat of the Town of Lowell, now part of
<br />the City of South Bend. The following property may be injuriously or beneficially
<br />affected by such -vacation: Lots 147 and 148 of the Recorded Plat of the Town of
<br />Lowell, now part of the City of South Bend.

<br />Upon motion made, seconded and carried, the Board adopted said Assessment Roll
<br />and set January 7, 1974 as'. -the date and place for hearing all persons interested
<br />in or -affected by such vacation.
<br />REQUEST TO ADVERTISE FOR BIDS - BUREAU OF STREETS
<br />The Board received requests from Donald Decker, Manager, Bureau of Streets, to
<br />advertise for bids for a tractor and a mower. Specifications for both units were
<br />attached. Upon motion made, seconded and carried, the Board approved the requests
<br />and directed the Clerk to advertise on December 7 and 14, with bids to be -received
<br />on December 17, 1973.
<br />PETITION FILED FOR TRAFFIC SIGNAL AT IRELAND ROAD AND FELLOWS STREET
<br />A petition containing 113 signatures was filed with the Board requesting that
<br />a traffic signal be installed at the intersection of Ireland Road and Fellows
<br />Street. Mr. Farrand noted that this was included on the list of high priority
<br />items for next year. Upon motion made, seconded and carried, the Board referred
<br />the petition to the Bureau of Traffic and Lighting for investigation and report.
<br />SIGNING OF UNION CONTRACTS - BUREAU OF SOLID WASTE
<br />Upon motion made, seconded and carried, the Board approved and executed Agreements
<br />between the Board of Public Works, on behalf of the Civil City of South Bend, and
<br />Teamsters, Chauffeurs, Warehousemen and Helpers of America, Local Union No. 364,
<br />representing the members of the Bureau of Solid Waste. This Agreement shall be in
<br />effect to and including April 30, 1976 and copies are on file in the Office of the
<br />Board of Public Works.
<br />RECOMMENDATION ON PETITION TO VACATE THE EAST -WEST ALLEY BETWEEN LOTS 2, 3, 4 AND
<br />5, KUNTZMANIS 2ND ADDITION, FROM SCOTT STREET EAST
<br />The Board received a recommendation from the Division of Engineering that they
<br />had investigated the petition to vacate the alley running East and West between Lots
<br />2, 3, 4 and 5 in Kuntzman's 2nd Addition, from Scott Street East, and have no
<br />objection to the vacation. The recommendation noted that it might be worthwhile
<br />for the Board to consider selling Lot 2, the city -owned lot, to the petitioners
<br />since it is contiguous to their property, is of no use to the city and would be
<br />of more benefit back on the tax rolls. Upon motion made, seconded and carried,
<br />the Board filed the recommendation and referred the petition to the Area Plan
<br />Commission for investigation and recommendation.
<br />APPROVAL OF BIG BROTHERS REQUEST TO SELL TOURNAMENT OF ROSES PARADE PROGRAMS
<br />The Board received a request from the Big Brothers Organization for permission
<br />to sell Tournament of Roses Parade Programs on the downtown streets on December
<br />15, 1973. They have applied to the Charitable Solicitations Commission for a
<br />permit. Upon motion made, seconded and carried, the Board approved the request
<br />subject to approval by the Charitable Solicitations Commission.
<br />APPROVAL OF BONDS
<br />The Board received recommendations from Ray S. Andrysiak, Bureau of Engineering
<br />that the following bonds were properly executed and could be approved:
