REGULAR MEETING NOVEMBER 5, 1973 <br />Meadowview Sewer Project. Mr. Farrand informed the Board that the residents <br />had requested some information from him regarding impounded property taxes when <br />the area was annexed. They received the information last Thursday and they have <br />requested a delay in the decision in order to study this information. Upon <br />motion made, seconded and carried, the Board delayed this matter until Monday, <br />December 10, 1973. <br />APPROVAL OF CHANGE OF NAME OF ROSE STREET TO RIVERSIDE COURT <br />The Board received a report from the Bureau of Design and Administration that <br />they had reviewed the petition to change the name of. Rose Street and one-half <br />block of Cushing Street in the Riverside Condominium project to Riverside Court. <br />The recommendation was that the petition be granted. Upon motion made, seconded <br />and carried, the Board approved the street name change. <br />REQUEST FROM COUNTY COMMISSIONERS FOR PARKING PLACARDS <br />The Board received a letter from Gene Meert, County Commissioner, transmitting <br />a request from.the County Building Department for seven parking placards to be <br />used by inspectors parking near the building in the morning. The placards would <br />be in effect only until 9:30 a.m. Upon motion made, seconded and carried, this <br />request was referred to the Bureau of Traffic and Lighting for investigation <br />and recommendation. <br />REQUEST FOR CIVIC HOLIDAY FESTIVAL PARADE - NOVEMBER 17, 1973 <br />The Board received a request from John R. Kagel, Director of the Downtown South <br />Bend Council for permission to hold the 18th Annual Civic Holiday Festival Parade <br />on Saturday, November 17, 1973 at 9:00 a.m. Upon motion made, seconded and <br />carried, the request was referred to the Bureau of Traffic and Lighting and <br />the Department of Redevelopment for review and recommendation. <br />ENGINEER'S RECOMMENDATION - ELWOOD AVENUE IMPROVEMENT <br />Rollin E. Farrand, City Engineer, recommended to the Board that they approve <br />the improvement of Elwood Avenue, from Fremont Avenue to Portage Avenue, by <br />constructing sidewalk and curb improvements. This is in the area of LaSalle <br />High School. The work would be done as a Barrett Law Improvement. Upon <br />motion made, seconded and carried, the Board approved the Engineer's recommendation. <br />ORDER FOR PRELIMINARY PLANS - ELWOOD AVENUE IMPROVEMENT <br />An order to Clyde Williams Associates for preparation of preliminary plans for <br />the Elwood Avenue Improvement was presented to the Board. Mr. Farrand explained <br />that there is an open-end agreement between the City and Clyde Williams and <br />Associates to prepare preliminary plans for Barrett Law Projects. Upon motion <br />made, seconded and carried, the Board directed that James A. Roemer, City <br />Attorney, review the agreement with Clyde Williams and report to the Board next <br />Tuesday. The order for preliminary plans was tabled for one week, until <br />November.13, 1973. <br />REQUEST TO ENCROACH BEYOND PROPERTY LINE - IBM BUILDING <br />The Board received a report from Forrest R. West, Building Commissioner, that <br />he had received a request from the Hickey Company to encroach in the public way <br />with footings for the proposed IBM Building. Mr. West said he has reviewed the <br />plans and the proposed footing projections will not present any interference <br />and he recommended that the request be granted. Mr. Roemer asked whether this <br />request was asking the Board of Public Works to grant a variance and questioned <br />whether they have the power to do this -or whether this request should properly <br />go before the City Zoning Board. Upon motion made, seconded and carried, the <br />request was referred to the City Attorney's office for a review of thismatter <br />and the Board requested that they receive a report on November 13, 1973. <br />REQUEST FOR BIKE AUCTION <br />The Board received a request from Police Chief Robert J. Urban to hold the <br />annual.auction of bicycles and unclaimed property on Friday, November 9, 1973 <br />at the rear of the South Bend Police Department at 100 p.m. local time. <br />There was some discussion as to the disposition of funds raised by the auction <br />and the matter was, upon motion made, seconded and carried, referred to <br />the Mayor's Office for review and recommendation. <br />
