REGULAR MEETING OCTOBER 1, 1973 <br />PAYMENT REQUEST NO. 25 - WASTEWATER TREATMENT PLANT ADDITIONS <br />The Board received Payment Request No. 25 from Sollitt Construction Company, Inc. <br />in the amount of $106,507.86 for the Wastewater Treatment Plant Additions. Upon <br />motion made, seconded and carried, the Board approved the payment request. <br />REQUEST FOR WALKATHON - YOUTH COALITION <br />The Youth Coalition of St. Joseph County requested permission to°hold a Walkathon <br />on Saturday, May 4, 1974. This was formerly the Walk for Development. Upon motion <br />made, seconded and carried, the Board referred the request to the Bureau of Traffic <br />and Lighting, Captain Sweitzer of the Traffic Detail, and Donald Germann of Civil <br />Defense, for investigation and recommendation. <br />APPROVAL OF FIRE TRUCK DISPLAY - FIRE PREVENTION WEEK <br />Upon the favorable recommendation of Clem Hazinski, Manager of the Bureau of <br />Traffic and Lighting, the Board approved the display of a fire truck in the 100 <br />Block of East Jefferson Street during Fire Prevention Week, October 11 and 12 from <br />11:30 a.m. to 1:30 p.m, by motion made, seconded and carried. <br />DENIAL OF REQUEST TO DESIGNATE CLEMENS STREET AS A PLAY STREET <br />The Board received a report from Clem Hazinski, Manager of the Bureau of Traffic <br />and Lighting in regard to the request to designate Clemens Street as a Play Street. <br />Mr. Hazinski said that, because of accident experience with play streets, including <br />injuries to children and one fatality, it was decided at a meeting with the Park <br />Department and the Street Department Commissioner on January 21, 1963, that play <br />streets be discontinued. Previous experience had shown that motorists disregarded <br />the barricades at play areas, continuous supervision was found to be impossible <br />and liability to the City resulted when injuries or accidents occurred. Upon <br />motion made, seconded and carried, the Board denied the request to designate <br />Clemens Street as a play street. <br />APPROVAL OF PARADE - RILEY HIGH SCHOOL <br />The Board received a recommendation from Clem Hazinski, Manager of the Bureau of <br />Traffic and Lighting, approving the request of Riley High School to hold a parade <br />on October 4, 1973 at 3:30 p.m. Captain Sweitzer will provide an escort for the <br />parade and the school's liability insurance is written through the Federal Insurance <br />Company by the Bath Agency. Upon motion made, seconded and carried, the Board <br />approved the request for the parade. <br />APPROVAL OF PARADE - ADAMS HIGH SCHOOL - RIVER PARK BUSINESSMEN'S ASSOCIATION <br />The Board received a recommendation from Clem Hazinski, Manager of the Bureau of <br />Traffic and Lighting, approving the request of th&�RiV6r'':Park Businessmen's <br />Association to sponsor a John Adams High School football parade on October 12, 1973 <br />at 4:30 p.m. Captain Sweitzer will provide an escort for the parade and the <br />liability insurance is covered by the Wesley Miller Agency. Upon motion made, <br />seconded and. carried, the Board approved the request for the parade. <br />RECOMMENDATION FOR CURB AND SIDEWALK CONSTRUCTION ON ELWOOD AVENUE <br />Clem Hazinski, Manager of the Bureau of Traffic and Lighting, reported to the <br />Board on the need for curbs and sidewalks on Elwood Avenue between Portage and <br />Olive Street. This area is hazardous in the wintertime when children are forced <br />to use the street because of snow or mud. Mr. Hazinski recommended that sidewalks <br />and curbs be installed and presented reports from the Police Department School <br />Sergeant and Traffic Captain to support his recommendation. Upon motion made, <br />seconded and carried, the Board referred the matter to the Bureau of Design and <br />Administration to review the recommendation and to initiate Barrett Law proceedings <br />for this work. <br />;1 <br />
