REGULAR MEETING <br />345 <br />AUGUST 27, 1973 <br />A discussion was held and this type of group participation for the <br />purpose of fund raising has met with a greater degree of success for <br />the youth than any other project. <br />Also discussed were the complaints that were received reference <br />previous walk programs. All were in agreement that certain guidelines <br />be initiated, some of which are listed. <br />% .A hard rule of six months notice to be given to the Board. <br />2. The cause must be a worthwhile one.. <br />3. A route to be filed at least three months in advance. <br />4. The time to be limited from 8 A.M. to 4 P.M. <br />5. All walks to be held on a Saturday. <br />6. The time between walks to be no less than two (2) weeks on <br />free weekends. <br />7. The Police Department to be notified and fully informed well <br />in advance. <br />8. Each march to be controlled by radio cars. <br />9. Regulation be definite reference clean-up after the march. <br />10. Since bike routes have been approved and marked, perhaps <br />the "Walks" could be held on them and connect with the <br />Mishawaka bike routes. <br />11. Any use of a park for dancing after the program must have <br />Park Board approval and clearance. <br />12. The City must be indemnified and permits obtained well in advance. <br />This memo is submitted for study and comment by the Board of Public Works. <br />Mr. Seitz said that he had participated in the meetings and there were lengthy <br />discussions held on this subject. He said they had recommended that the walks be <br />eliminated and some type of clean-up activity or litter pick up be substituted., <br />since they might be more constructive activities. However, the participants in <br />the discussion felt that walks were most productive and would draw the most <br />participants. The City representatives did have reservations about the walks <br />but felt if the guidelines were followed, they would give it a try. Upon motion <br />made, seconded and carried, the Board approved the guidelines presented to <br />them for all walks throughout the city. <br />APPROVAL OF PARADE REQUEST - CALVARY BAPTIST CHURCH <br />The Board received the following recommendation from the Bureau of Traffic and <br />Lighting: <br />To: Board -of Works <br />FROM: Bureau of Traffic and Lighting, Clem Hazinski, Manager <br />Subject: Parade - Calvary Baptist Church <br />A request by the Calvary Baptist Church to hold a neighborhood parade <br />at 1:00 p.m. on Saturday, September 8, 1973 was referred to this Bureau. <br />Approval is recommended provided: <br />1. A definite route of march is provided to Police. <br />2. A police escort is provided <br />3. The City is indemnified according to the rules of the Board. <br />I talked to Captain Sweitzer of the Police Department and he stated that <br />he does not object and will have a man available for escort. <br />
