REGULAR MEETING APRIL 30, 1973
RECOMMCNDATI-OWi-!-,:BIDS FOR AIRPORT INDUSTRIAL PARK - PHASE III
The Board received the following letter:
April 27, 1973
Board of Public Works
of South Bend, Indiana
County -City Building
South Bend, Indiana. 46601
Re: Airport Industrial Park - Phase III
EDA Project No. 06-01-00999
Attention: Mr. William J. Richardson, Chairman
Gentlemen:
We have reviewed the bids for the subject project which were received
April 23, 1973 and referred to us for our recommendation. Enclosed
you will find a tabulation of all bids received.
Upon review we find the bid of Woodruff and Sons, Inc., of Michigan
City, Indiana to be Lowest and`best for both pavement alternates.
The total bid prices are:
Pavement Alternate "A" $1,289.773.35
(11" Hot Asphaltic Concrete Pavement)
Pavement Alternate "B"
(9" Plain Portland Cement Concrete $1,380,002.88
Pavement)
It is our opinion that the 9" Plain Portland Cement Concrete Pavement
is the better of the two pavements and the additional expense of
$90,229.53 for Pavement Alternate "B" is,recommended. The greater
durability of the concrete pavement will give an increased pavement life
and decrease maintenance costs. It is therefore our recommendation that
a contract for the project, with pavement Alternate "B" be awarded to
Woodruff and Sons, Inc., upon their bid of $1,380,002.88, a bid
$174,099.22 (11.2%) below our estimate.
It is further recommended that, in requesting Economic Development
Administration approval of the award, full participation in the additional
cost of concrete pavement be requested. Justification for this request
is the additional value of the concrete pavement and that the total
project cost would be within existing project funds, with sufficient
contingency funds remaining.
Enclosed is a revised project cost estimate based upon the recommended
bid as the estimated construction cost and full E.D.A. participation.
Also enclosed is a revised project cost estimate based upon award of the
contract with concrete pavement, Deductive Alternatives i and 2 deleted,
and E.D.A. participation limited to participation in the Cost of
Bituminous pavement.
Very truly yours,
s/ Gerald R. Phipps
CONDITIONAL AWARD OF CONTRACT - AIRPORT INDUSTRIAL PARK PHASE III
Upon motion made, seconded and carried, the following conditional contract was
adopted by the Board:
