The District initiates the action and through resolution <br />recommends approval (or disapproval) to the Indiana State <br />Highway Commission in Indianapolis. <br />Upon motion made, seconded and carried, the Board referred the memo to the <br />Legal Department with a request that a resolution be prepared for presentation <br />to the Indiana State Highway Commission. Mr. Richardson explained that the <br />State Highway Commission will have to be asked to accept the responsibility <br />for maintaining Michigan Street and Main Street where they are designated <br />as U.S. 31. <br />SIGNALIZATION OF MICHIGAW AND MAIN STREET PLANS PRESENTED <br />Plans for the signalization of Michigan Street and Main Street were presented <br />to the Board. The work is being done under the TOPICS program and the Local <br />Road and Street Fund. The project includes 16 intersections with all new signals <br />and interconnected controls and the project cost will be $380.000. The plans <br />must be submitted to the State. Upon motion made, seconded and carried, plans <br />were approved and signed and will be sent to the Indiana State Highway Commission. <br />EXCAVATION BOND CONTINUATION CERTIFICATE APPROVED <br />O A memo was received from Mr. Hugh Gammon, Bureau of Engineering, that he had <br />Qinvestigated the continuation certificate for Robert P. Goetz and found everything <br />to be in order. Upon motion made, seconded and carried, the Board approved the <br />V Continuation Certificate, extending until December 31, 1973. <br />CONTRACTOR'S BOND RECEIVED - SOLLITT CONSTRUCTION COMPANY <br />A Contractor's Bond Continuation Certificate for the Sollitt Construction Company <br />was received by the Board and upon motion made, seconded and carried, was <br />referred to the Bureau of Engineering for investigation and report.' <br />STREET LIGHT OUTAGE REPORT <br />The street light outage report for the period of 2/21/73 to 2/26/73 was received <br />by the Board and ordered filed. <br />LETTER FROM GOVERNOR BOWEN RE: COOPER BRIDGE REPAIRS <br />The Board acknowledged receipt of a letter from Governor Bowen in reply to a <br />letter sent'to the Indiana State Highway Commission asking that repairs be made <br />to the road surface of the Cooper Bridge on St. Rd. 23 in South Bend. The <br />Governor thanked the Board for the letter and for keeping him advised of citizen <br />requests in the South Bend area. <br />WHITEFORD LEASING COMPANY <br />Mr. Richardson brought to the attention of the Board a long-standing situation <br />where Whiteford Leasing Company, 2020 W. Sample Street, is using an unpaved lot <br />for parking of trucks and causing much dirt and debris to be tracked on the streets. <br />The matter was brought before the Board several times in 1972. Mr. Jerry Sakaguchi, <br />Deputy City Attorney, reported to the Board that he had contacted Whiteford Leasing <br />in regard to Municipal Code violations and that they were to submit plans to the <br />Bureau of Engineering to correct the problem. They have not submitted the plans. <br />There was a discussion on having a letter sent to Whiteford Leasing Company <br />informing them that unless plans are submitted and a timetable set for the improvements, <br />an injunction will be sought. Mr. Richardson said that in some cases, plans are <br />submitted but not approved and suggested that the letter say plans must be submitted <br />and approved by a certain date. Upon motion made, seconded and carried, the <br />Department of Law was directed to notify Whiteford Leasing Company that an injunction <br />will be sought to alleviate the problem. <br />STORE OPERATING AT OLIVE AND ELWOOD - MR. & MRS. EDWARD SZCZESNIAK <br />Mr. Richardson brought to the attention of the Board an operation at Elwood <br />Avenue which has been before the Board several times. The operators of a candy <br />
