9/11/72 <br />It is because of the obvious danger of these houses that the Youth <br />Services Bureau requests that the buildings be demolished as soon as <br />possible. If it becomes impossible to demolish these houses immedi- <br />ately, the Youth Services Bureau requests that steps be taken to <br />close these buildings so that children can not use them in which to <br />play. <br />As a closing note, it has been brought to our attention that the <br />poor man's urban clearance is arson, and this is exactly the pattern <br />we have observed in South Bend. When there have been no steps taken <br />by the appropriate authorities to demolish these vacant houses which <br />are obviously serving no positive function, then the arsonists go to <br />work — endangering the entire community. <br />It is because of the dangers to our children that we respective4y <br />request he4,p in making our community safe for our young people. <br />Sincerely, <br />e-� <br />s/ A/ B. The Board took issue with the statement <br />that no steps had been taken by the appropriate authorities to demolish <br />the vacant houses, as a good part of the business conducted every <br />Board meeting is on sub -standard houses. <br />PROJECTION COMPLETION AFFIDAVIT <br />A Project completion affidavit was filed and, ;upon motion made, <br />seconded and carried, approved for the Twyckenham Drive and Ewing <br />Avenue Project R&S 42-197), filed by Rieth-Riley Construction <br />Company. <br />R&S 41 - PORTAGE AND ELWOOD PROJECT - RIETN RILEY CONSTRUCTION CO. <br />The following letter was presented to the Board: <br />September 6, 1972 <br />Board of Public Works and Safety <br />City of South Bend <br />South Bend, Indiana <br />Subject: R&S 41 - Portage and Elwood Project <br />Rieth-Riley Construction Company <br />Gentlemen: <br />Due to the City's inability to obtain the necessary right-of-way for <br />subject project, I am recommending to you that the construction contract <br />signed with the Rieth-Riley Construction Company be voided. The Rieth <br />Riley firm has agreed to this action. <br />There are costs that have been charged against this project and they <br />are detailed on the LRSA final report which is attached to this <br />letter. The Rieth Riley firm did purchase certain items for the <br />traffic signals at this location that cannot be used at any other <br />location or cannot be returned, therefore, the City has agreed to <br />purchase these items and keep them in our inventory. I have <br />spoken to the LRSA office in Indianapolis and they have agreed to <br />this action on our part. <br />Very truly yours, <br />William J.
