9/11/72
It is because of the obvious danger of these houses that the Youth
Services Bureau requests that the buildings be demolished as soon as
possible. If it becomes impossible to demolish these houses immedi-
ately, the Youth Services Bureau requests that steps be taken to
close these buildings so that children can not use them in which to
play.
As a closing note, it has been brought to our attention that the
poor man's urban clearance is arson, and this is exactly the pattern
we have observed in South Bend. When there have been no steps taken
by the appropriate authorities to demolish these vacant houses which
are obviously serving no positive function, then the arsonists go to
work — endangering the entire community.
It is because of the dangers to our children that we respective4y
request he4,p in making our community safe for our young people.
Sincerely,
e-
s/ A/ B. Short, Jr.
CC: Mr. Isaiah Steed
Mr. John Kromkowski
L.
Upon motion made, seconded and carried, the matter was referred to
the Sub -Standard Department. The Board took issue with the statement
that no steps had been taken by the appropriate authorities to demolish
the vacant houses, as a good part of the business conducted every
Board meeting is on sub -standard houses.
PROJECTION COMPLETION AFFIDAVIT
A Project completion affidavit was filed and, ;upon motion made,
seconded and carried, approved for the Twyckenham Drive and Ewing
Avenue Project R&S 42-197), filed by Rieth-Riley Construction
Company.
R&S 41 - PORTAGE AND ELWOOD PROJECT - RIETN RILEY CONSTRUCTION CO.
The following letter was presented to the Board:
September 6, 1972
Board of Public Works and Safety
City of South Bend
South Bend, Indiana
Subject: R&S 41 - Portage and Elwood Project
Rieth-Riley Construction Company
Gentlemen:
Due to the City's inability to obtain the necessary right-of-way for
subject project, I am recommending to you that the construction contract
signed with the Rieth-Riley Construction Company be voided. The Rieth
Riley firm has agreed to this action.
There are costs that have been charged against this project and they
are detailed on the LRSA final report which is attached to this
letter. The Rieth Riley firm did purchase certain items for the
traffic signals at this location that cannot be used at any other
location or cannot be returned, therefore, the City has agreed to
purchase these items and keep them in our inventory. I have
spoken to the LRSA office in Indianapolis and they have agreed to
this action on our part.
Very truly yours,
William J.
